Thanks. Vendor as in the hardware vendors for the components of the device? Or does it have something to do with the carriers too?

Good question. I'm not sure of the answer.

General consensus is vendor.img contains hardware drivers.
logically speaking it would make more sense for Carrier specific data to reside in radio and modem img.
