Not sure if this will work as you've already done a factory reset, but the easiest way is to do the following:
Under "developer options" just check the box that allows the boot loader to be unlocked. Factory reset, then it should allow you to set it up as a completely new device. So you won't need to use the previous email registered to the device.
Otherwise, there are plenty of video tutorials on YouTube for a workaround for people in your situation.

No. Just check the box that allows you to unlock boot loader. A popup will appear with a security warning (frp disabled at this point).

Device is not certified Error

from miui global stable 10.0.6.0 I downgraded to 9.6.4 global stable by fastboot method and unlocking the bootloader but its showing device is not certified on play store hence I cant install netflix and use other banking related apps
PS: I'm not rooted and on stock recovery too just bootloader is unlocked
is there any way I could fix that without relocking the bootloader again? I dont wanna root
Try using Mi Flash Tool and selecting "Clean All" but not "Clean All and Lock"

i am on a custom rom, rooted, but safetynet passed
just magisk it, place safety net in play , HIDE magisk from Playstore and try!
also! if playstore is not allowing! just download the netflix app from
1. apk mirror
2. apk pure
3. uptodown etc
why going thru so much of reflashing / wiping / rooting not rooting hassle?

Its doesnt matter. You have unlocked bootloader and it is a reason. To pass safetynet device need fulfill some criteria like no root, no unlocked bootloader, stable rom etc.

Here is the solution:
Install this app https://www.androidfilehost.com/?fid=673956719939830832
You'll find a Google Services Framework Id , copy it and go on this website https://www.google.com/android/uncertified/
Paste your GSF id and click register. Your device will get registered with Google. This might take some time to reflect in your PlayStore
Hit thanks if this works

No, you won't be notified just check your Playstore after a while and it would show "Device is certified". Mine was also not certified and got it certified by this.

If you were not on full stock rom without root, or anything custom, and you turned off OEM unlocking and USB debugging, then locked the bootloader, you are basically hosed my friend
Look at this point it just needs to be said... PEOPLE STOP RE-LOCKING THE DARN BOOTLOADER!!
PERIOD!!
There are literally a half dozen posts this week with probably bricked phones and a good amount of them are this same root cause.

Your preaching to the choir ol friend! While I agree with you 100%, some things are best learned the hard, and expensive way! I've done it twice myself.
The carpenters rule should apply to these phones as well...."measure twice, cut once" :good:
I remember and I'm sure that i left USB debugging enabled, and the bootloader locked, so is there any hope ?

My friend.....you could give me or anybody else 10 thousand bucks, and it's still not going to solve your problem I'm sorry to say. You should have unrooted the phone first, then fastbooted the factory image, or do a factory reset, and made sure that OEM unlocking & USB debugging were left on until you were done locking the bootloader. Sorry man, but there's not much you can do without at least a stock recovery, so....accept the loss, learn from your mistake, and move on. Many of us here, including myself, have been there as well. What you choose to learn from it is up to you

Re-Lock Bootloader?

So a little while ago i tried to root my S9, it did not go well so i flashed stock firmware in Odin and everything started working fine again.
Yesterday my bank finally started supporting Google pay so i went to add my card but it said i was still rooted. After some searching i found out the my CTS Profile Match was failing because i unlocked the bootloader, is there anyway to relock the bootloader to pass safetynet?
on developer options you can disable bootloader unlock but its gonna factory reset your device.

that knox how much i HATE it....
anyway i have the same device and i did that...
your knox is already 0x1 samsung pay and some other features for example s health you can not access it anymore via the original apk and firmware if you don't have root..
google pay will work just fine after you gonna lock the bootloader.
and if you want to use gpay with custom rom you must delete google play services and install a version that starts from 14. something and hide magisk but it works just fine
aparently

How to bypass Google FRP lock on oneplus3 ?

I recently got my friends OnePlus 3 but he couldn't remember pattern so I resetted via stock recovery, however, it needed google verification. I tried all the things on YouTube as well as upgrading to oxygen os 9.0.5 via sideload, it still didn't work
Booting in fastboot is useless because I can't go into the phone to enable unlock bootloader
Do you guys have any more ideas for how to unlock ?
FRP is also called theft protection, and the whole point of it is that if it gets stolen with a Google account configured in accounts when doing a factory reset, only that account can be used to unlock it. That's why it's so important for previous owner to remove his Google account before factory resetting it and selling/handing it over to you.
So the solution is simple, just let your friend configure it again using his Google account, then remove it under accounts before factory resetting and then you can enter your account to take ownership of the device.

I already found a solution to this already. About letting me friend configure, he permanent moved to another country already, thanks for the advice though.
So what I did was to use once again ADB sideload to roll back to earliest oxygen I could get (android 8.00) which enabled me to exploit through talkback into chrome and settings and so on, which I couldn't do on Android pie.
