This is likely because the provider doesn't support enhanced features, or doesn't support enhanced features on your plan. I didn't have the enhanced features available with AT&T, after switching to T-Mobile the Enhanced Features section then became available and I was able to enable voice over wifi and volte.
I can't see Enhanced features... TR Turkcell and Vodafone TR?
There's no thing as "Enhanced Features" in 4.0.2. Once you select Jio as your primary data sim, you can see the option of "Use VoLTE when available" and you just have to turn it ON.

Is your default sim for cellular data set as jio sim. Plus checking sim options like data roaming and checking apn settings seems to be the only option, before full wipe and refresh

reason I ask is in my country the 2g bands are closed so can't use any other dual sim phone (all of them force second sim to be on 2g)
I don't think both of them are capable of 4G for the simple reason 2 SIM from 2 different network providers = 2 IP address, and you need to know it's complex to make usable 2 IP address in the same time (MPTCP).
Then like on the OnePlus 2, you can only use one SIM for data and the other for phone calls/SMS/MMS in the same time.
The only phone that I am aware that is able to do 4g on one sim and 3g on the other is the mi5.
I am also keen to know if we can do the same on the one plus 3. I live in Singapore and 2g will be deactivated soon.

I'm not expecting the phone to use data on both. i'm more concerend about just being on standby for phone/msg on 3g (or 4 if possible). Like using your phone blocking data on the second sim. I don't see why it's so technologically hard. 2g is soon to be gone evrywhere
I have tested Mi5Pro and it have first sim 2G/3G/4G and the second sim 2G/3G simultaneously (dual sim stand-by).

I can confirm .. i have received my op3 yesteday and it is 2G/3G/4G on sim1 and 2G/3G on sim2 simultaneously. Sim2 is only for calls and messages.
Like OP2 and other phones, it is possible to swap sims and in this case, sim2 is 2G/3G/4G with data and sim1 only 2G/3G for calls and messages.
I confirm also that op3 is dual sim stand-by and not dual sim active.

Is this by design? That seems like a very frustrating limitation. I would be okay with data services flipping over to SIM2 while on the phone there.
I also seem to have a problem of the OP3 kicking down from LTE to HSPA when I make a phone call.
Any ideas?

Yes, it is designed like this, like all dual sim except Asus ZenFone 2, Galaxy S4 Duo and few other models.
LTE networks has not "phone circuits" and call are made in 3G (phone connect in HSPA during call). This is for all LTE phones.
LTE calls are possible with VoLTE protocol witch is IP voice communications and not voice circuit.
For using VoLTE, the phone need compatible with this protocol AND operators needs to activate this functionality.

While you are using data on SIM1, will an incoming call on SIM2 ring on the phone or will the call be treated as though the phone is off-network and be directed to voicemail?

incoming call on SIM2 will ring.
Both the SIMS can receive calls no matter which of them are used for mobile data.

It is dual sim standby and both the sims are in standby for a phone call. Both of them are capable of 4G/3G/2G but NOT at the same time. 4G can be used only in one sim slot at a time. It can be set by going to settings > SIM cards> Preferred SIM for Cellular data. Whichever SIM you choose here will have 4G option. It can be changed from settings>Cellular networks > your SIM card > Preferred network type. (4G or 3G or 2G). The other SIM can have either 3G or 2G but there is no option to choose it. The only way is to click on 'Network operators' option from Cellular networks menu and choose a 2G or 3G service. Hope it helps.
I get 4g on each sim but you have to pick one for data but both are 4g
So if I have 2 sims, one for calls with 6gb 4g and one for data with 15gb 4g, when I finish the 6gb on 1st sim I can switch the data to the other sim via software? Thanks

This is true, but you can also add to the list of "Dual Active" phones all Huawei premium phones:
Mate 7, Mate 8, Honor 6, and probably Honor 7 and 8.
They all have DUAL ACTIVE SIM CARDS, which means that you can have a call on SIM-1 and get a waiting call on SIM-2, then you can answer the call and swap between the two active calls!! I even tried calling SIM-1 from SIM-2 and it was actually ringing!!
Also more importantly, when using data on SIM-1, you can make or receive a call on SIM-2 without interrupting data.
That's pretty amazing, but with a major drawback (at least for me, it is): 3G/4G service is only accessible on SIM-1 slot!! The SIM card in slot-2 will always be 2G and would never ever access 3G/4G networks
This is bad because I travel a lot, and I always need to be able to switch data from SIM-1 to SIM-2 and vice versa. The only option I have is to physically swap SIM cards between slots, which actually ruins the whole concept of having DUAL SIM mobile
My guess is that they are actually using two separate modems, each one is dedicated to one of the two SIM slots, and only one of them supports 3G/4G connectivity.

I'm on mintsim and all seems to be well. Volte is on and I just tested WiFi calling which worked fine.
It's the only problem I had after the update on pie.
I used to have volte but now i haven't.
No icon on status bar , first I deactivated the volte from my carrier then I activated again but the problem remains. The support of Nokia have been suggested to
cleared cache on carrier service and made soft reset but nothing done
No problems here, same phone, same network. Ota was sideloaded with no factory reset.
Same here. Same phone, same tmo. I use wifi calling for 99 percent of my calls, and it works just fine for me after sideloading the update.

Thank you - I did a factory reset and the problem was resolved. Seems something wrong went during the upgrade to Android Pie. Despite the fact that phone is not rooted or modified in any way.
Having same problem, Factory reset didnt solve the problem... (done twice now). have 3 of these phones... one has volte and vowifi working after update, 2 = no go. Any thoughts on how I can gets these 2 phones working with all of Tmo's services?
Is there a way to check volte? In settings, it's turned on, but I never see an icon. Should I be seeing an icon?
VoLTE will show up at the top of the screen next to your signal icon. (Or VoWiFi if on a wifi signal that is capable). Mine doesn't show because the phone borked it's update and for some reason wont register to the IMS server now. You can also check if you are provisioned for VoLTE and VoWiFi in the phone status by dialing *#*#4636#*#* and selecting the top "phone information". Furthermore you can check if IMS is registered (required to use either service) by then selecting the three dots in the upper right hand corner and selecting "IMS service status".
If you have both options enabled in the phone settings and the Phone information shows you are provisioned for them, but your IMS is not registered... your November update probably borked as well. (this is the hole I'm currently in)
I might add for those that may not know, if you do not have provisioning, this is the fault (or limitation) of your provider. Consult with them to correct. If you are provisioned however and IMS is not registered, Make sure your APN settings are correct (again to your spec provider). If still unable to get IMS registration, well... welcome aboard!

Same for me (T-Mobile US).
In my case, the phone was updated to Android 9.0, but right after that I sent it to Nokia for repair because of frequent call dropping that was happening with both Android 8.1 and 9.0. I got it back from Nokia with Android 7.1.1 loaded on it (?) and was prompted to update to Android 9.0 and then to the November 2018 security update. Since then I have factory reset the phone twice, but it's not doing IMS registration.

So I switched my sim card from slot one to slot two and lo and behold, both VoLTE and VoWIFI are now working. I wonder why? It sucks that you can't use that AND have a microSD card in, but I don't use that much storage so this will work for now ...
I'm having the same problem with AT&T on the TA-1045. Normally I get VoLTE only, but not showing IMS Registered. Just tried moving SIM from slot 1 to slot 2 with no success.

Was looking for VoLTE and found this thread. Yes VoLTE works fine with t-mobile, I tested this week-end while in USA (I'm Canadian). Also to use 2 sim cards AND sdcard you can use an hybrid extender, I am using one and it works perfectly. My Canadian SIM is inside the phone with the SD Card and my other sim (roam mobility, t-mobile,m at&t, etc) is outside and very easy to change.

My network operator supports VoWiFi feature, which i'm using a lot. I'm traveling quite often and using VoWiFi i can use voice services using domestic prices worldwide.
I have dual SIM card phone, in the second slot i have data sim.
Here the question comes - is there any way to configure a phone to use VoWiFi feature over data connection from the second SIM?
Essentially VoWiFi feature requires just internet connection, so in theory such approach should work, but do not know if it is possible to configure the phone this way.

I do have workaround - to use the second phone, share WiFi from it and then i can use VoWiFi on my main phone. But it' super inconvenient - you always need to care 2 phones.

VoLTE is different technology and is charged in my case differently. That's the reason i'm looking for an option to use data sim that the main sim uses this data connection for the call simulating "VoWiFi" and hence use domestic rates for the calls.
As i said above i can emulate this with two phones, but i still hope to find a solution where i can archive that with only one phone.
I'm looking for the same solution. My note 8 is rooted. The best I can do is set WiFi Calling as preferred over Network calling, but as soon as I activate Data for SIM#2, I lose WiFi calling and VoLTE for first SIM. Very inconvenient. Anyone have any clues how to force WiFi Calling using Data of SIM#2 ?

Moreover, VoLTE option for SIM1 is greyed out and cannot be activated/deactivated. I do not understand why my SIM1 has only 2 options and VoLTE is greyed out. My MIUI version is 12.0.5.
Anyone has the same issues? Kindly share how to solve this problem.

Hey there bud, try this *#*#4636#*#* and it will take you to a different screen then select the first phone selection like in my case I'm using 2 sim cards, scroll down to SET PREFERRED NETWORK TYPE and select anything you want from the drop down. Good luck bed.

Do you have or can you borrow a different sim from a different carrier and put it in that slot, then try checking it again? I don't know where you live but sometimes in the USA (where carriers get away with murder) the carries disable/gray out/hide menus, etc.
For example, in the USA, even after using the codes above to disable carrier checking for Volte and Wowfi, only Volte is enabled, because wifi calling must be turned on by the carrier.
It seems very odd that you can't set the preferred network, I know, but I also have this issue on an unlocked by ATT branded LG phone in the USA, so it's worth switching sims to see if anything changes.

You are right. I did as you advised and all network options are shown and volte is not greyed out. It is indeed a problem of the carrier, not the phone then.

pardon me, you probably know this already, but just in case (cause I made this mistake myself) -- carrier checking has to be DISabled for features to be enabled. (I thought it was the opposite for a very long time).
I'm on EE UK but the preferred network type setting doesn't appear to be present in SIM options?
It appears that some providers suck hard and don't want to allow you to switch networks. That's not a phone thing-y, it's a provider thing-y. Which means that your phone will of course still change networks, but only if the "higher" one is not available, ergo your phone will only connect to 4G, if 5G is not available - if the 5G connection is bad, that will probably cause problems for you, because your phone will probably not want to connect to 4G automatically.

Settings -> Network & Speed -> SIMs -> (scroll down, between 4G Calling & Carrier settings version) -> Preferred network type (5G, 4G, 3G, 2G).
It that's not available, your network carrier sucks. No more to say here.

Or you could just make sure Adaptive Connectivity is enabled and not worry about it.
You would have to drag me away from EE (BT Mobile) screaming and kicking given the coverage and speeds they have, to say they suck over one menu option missing is absolutely laughable.

When the Note 20 first came out a lot of carriers wouldn't let you change network type but there's an app in the play store that was working on the notes.

Crashes or alternately just disappeared for me when I click on the first option "4G LTE with only one SIM". Reported the crash. Thanks, though. Maybe they'll update it.
An alternative to the dialer code is to boot into safe mode, and the preferred network type setting will appear in: Settings -> Network & internet -> SIMs between Data warning & limit and Carrier settings version (at least it does on my Google Fi Pixel 6 Pro).
