A (unofficial) version was released yesterday. Follow the download link to AndroidFileHost in the CyanogenMod 14.1 thread https://forum.xda-developers.com/moto-z-play/development/rom-unofficial-cyanogenmod-14-1-t3495644 and you will find a Lineage build there.

Hey, I was going through the androidfilehost website and luckily I saw lineage os 15.1 version. I want to know if this is android 8.1, if yes then why I didn't see a thread related to this build ? Is it still under development ?

There has never been an official build of lineageos for this device
There are currently no official builds of lineageos 16 for any device as far as I'm aware as its still a work in progress
Of course anyone can build unofficial versions

My Phone is the Moto E5 Play Pettyl and I cant find Lineage OS 17.1 and could it be 32bit because i will be using twrp to flash it

There seems to be 6 active installs on Lineage OS 17.1 for Moto E5 Play Pettyl
