I'm not sure if i'm on the right forums and this can be deleted if so, however, I have tried and tried to look for a rom that is suitable to my device. I accidently tried to flash to wrong rom, without manual awareness of what rom I actually need.
I have a HTC Desire Eye with the version number via CMD> fastboot getvar all>BOOTLOADER Version Main: 2.19.771.3.
I have literally looked everywhere. Ive been at this non stop for the last day or so. but whenever I try to flash a new rom on my device, this is the response I get.

What rom are you trying to flash?
Have you tried restoring a backup?
Do you have s-off or just unlocked bootloader?
I was originally trying to flash cyanogenmod 12 eye_ul edition. Apparently it didn't want to work. I also don't have a backup to go back on. Yes, tried with both bootloader unlocked and 6 locked, both didn't work. S-on is the security, I have no idea how to turn it off unfortunately. Thanks for the reply too

Try flashing this rom and see if it works. It's not your variant version but it should still work. What version of twrp do you have?

Tried that rom, sent me through bootloop... continuously
I used that TWRP_3.0.2-0-DesireEYE-OMNI recovery and then flashed ROM_STOCK_2.19.401.1_Desire_Eye_Europe. worked a dream. So basically solved my own problem

I have been trying to update my hboot to 1.39 from 0.43. I have followed all of this tutorial here http://www.guidingtech.com/19930/install-jelly-bean-rom-htc-one-x-upgrade-hboot-unlock/ .
This involved Relocking the device and flashing the correct firmware for my CID (T-MOB005). My bootloader now says I have HBOOT 1.39. I tried to flash the RUU, RUU_ENDEAVOR_U_ICS_40_O2_UK_1.26.206.2_Radio_1.1204.90.13_release_251230_signed. I extracted the rom but when I flash it I get this output:

Last night i was following instructions to go back to stock on a TMO RUU. I had relocked my bootloader via fast boot command. After i re locked the boot loader my phone won't boot and will only loop in the Hboot screen. Anything i choose via the power button only restarts the phone to end up back at the same screen.

It have no recovery (if i try recovery just restart in fastboot again, i try to unlock bootloader using HTCDev but after is restarting it just goes blank and is not unlocking so i cannot flash any type of recovery.

As i find out from other threads this error occurred because it have an older version of Hboot, so I will need to flash first an "partial zip firmware" to update Hboot, and then the complete firmware. But i cannot find anywhere that partial zip!

Yes I have seen and try all of that but as I said in my post I can't install any recovery, and the firmware of my phone, if you read carefully getvar details, is newer that firmware posted on https://ruu.lalleman.net/ and it cannot be install.
Also I already said that I find the latest firmware 0PKVIMG_M8_QL_UL_M60_SENSE70_MR_O2_UK_2.10.206.1_R [email protected]_20.05_018_F_release_477134 _signed_2_4.zip but because my Hboot it's old it give me the error posted on the initial post!

I don't think you version has an RUU. What version number or file name RUU you trying to flash? I have a feeling it is not for your carrier version M8.

Not really clear what exactly you have done to the phone. How did you s-off the phone? The only current working method is sunshine paid app.
You don't need s-off to flash TWRP or root, so I'm skeptical that you actually got s-off.
What version TWRP, and what root file did you flash? I have a feeling you just flashed the wrong version TWRP and/or root file.
I have a HTC one m8 (AT&T). The phone is in boot loop mode. I tried a lot of options, but nothing worked and device is resetting to same faulty state as before.
I am looking for alternate solutions and suggestions, which I did not try but exist. Request you to please respond.

Unlock boot loader - Not working - Same previous state after unlock boot loaded option. Still locked
Factory reset/Hard reset - Not working
Recovery - Not working
Update through sync manager - Not working , HTC sync manager is not recognizing the phone, as it restarts after few minutes.
RRU update with EXE : Not working - RUU_M8_UL_M60_SENSE70_ATT_MR_Cingular_US_6.20.502 .5_combined.exe as during the setup phone was not recognizable and restart in few minutes
