I have tried what seems like 10+ ROMS, I have flashed them using TWRP and the closest I have gotten to 6.0 was being stuck on the new google logo screen.
Currently I am running Cyanogenmod cm-12.1-2015090.

You need to update your firmware, and a ROM won't do that for you.
Download this firmware and place it into your fastboot folder. Then hook up your phone to your PC, and enter these commands:
adb reboot bootloader
fastboot oem rebootRUU
fastboot flash zip M8_6.12.1540.4_DevEd_NoWipe_TWRP3001.zip
The flash will halt at 75% to 90%. That's normal and gives you a chance to check the console output to make sure that it's safe to reboot. With most errors it is. If you get error 90, re-run the zip with the same "fastboot flash zip" command as above. Same goes for error 152.
After you've checked your console, enter fastboot reboot-bootloader to complete the firmware flash

Once I update the firmware, is there a specific ROM that is tailored to my phone?
Also is my phone considered "Developer Edition"?

Yes, your MID and firmware are DevEd.
As far as ROMs go, anything in the general M8 development forum (not in the Sprint or Verizon forums) should work for you

Thanks for all your advice, unfortunately no other ROM aside from Cyanogenmod will work.
I have updated the firmware and tried the HD ROM, Skydragon ROM, GPE ROM.. they all say installed but none will boot.
Edit: I had made a stock recovery from a long time ago and when I recover and try to do the OTA update the phone restarts and takes me to TWRP Recovery.

I received my AT&T HTC M8 last week.
I wanted to flash the Android Revolution HD rom so I unrooted the device, installed TWRP, super CID it and S-Off it.
I tried to install the Rom but the WIFI didn't work so I rolled back to the Stock using TWRP.
I did some reaches and realize I need to update the Firmware so I did. The messaged at the end of the process was "completed successfully" but when I rebooted the device it got stuck at the splash screen. I can hear the ATT load chime but the AT&T icon is not displayed and that's it, stuck!!!!
I entered the HBoot and tried to access the recovery. The screen gets black with a red triangle icon in the center and the device reboot after several minutes. I think the Hboot message is no image.
When I connect the device to the computer it is recognized and I can access the files etc. but the ADB doesn't see the device any more.
I'm really lost and frustrated after hours and hours of reading and research without any luck.
Any help will be truly appreciated.

You have old, 4.4.2 firmware. That is the issue. Get new firmware and instructions on installing it here or here.

The firmware update was complete...
Since that point the phone doesn't boot.
I did a Factory Reset yet still no change.
The most annoing fact is that I can get to the device with ADB.

ADB only works in custom recovery or when booted into OS
Fastboot will work on fastboot mode.
Do flash a custom recovery using fastboot. And also erase cache position before booting into custom recovery

Because your device is wrongly configured.
How can you have a device with EU MID but HKG CID then expect OTA to lollipop ?
How can you expect an OTA for Australia when your device not showing any Australia details ?
To have OTA you must have either of these CID/MID :
EU/EU
HKG/HKG
AUS/AUS
well that explains why, so how would i go about fixing this, all these numbers confuse the hell out of me.
You have to decide which region that you want your device to be ?
I don't think you originally have a AUS region. I believe it is a HKG device.
And I suggest to completely convert it to EU region which suit you more.
I'll tell you what to do after you made your decision.

ill go EU, i ordered phone online so its not from Australia. also i greatly appreciate any help you provide, possibly expect a donation from me
Your MID is ready for EU version.
What you need to do :
1. Copy all your important files from Internal Storage to PC as this procedure will wipe everything in the phone and you'll have a new out of the box phone with lollipop.
2. Download 4.16.401.10 RUU ZIP : https://drive.google.com/file/d/0B17smFr95pleU2NqcVB3NWxoNnM/view
rename it ruu.zip
3. Download htc_fastboot.exe : https://drive.google.com/file/d/0B8L4pkbzdlR3eTlJSjdKVEdHX1U/view
4. Change your CID from HKG HTC__622 to SuperCID 11111111
boot your device to fastboot/bootloader and connect to PC where you'll see fastboot usb in red
run this command fastboot oem writecid 11111111
5. Put the downloaded htc_fastboot.exe at the same folder that you have your fastboot.exe; same goes the ruu.zip
6. Run this command
fastboot oem rebootRUU - this will put your device is RUU mode
htc_fastboot flash zip ruu.zip - this will erase everything in your device and replace it with the latest lollipop image
This process will take a few minutes, and the phone will reboot a few times but once done it'll say complete
7. Once completed, reboot run setup wizard ... done
8. Optional .. to flash a custom ROM, you need to install a custom recovery. I' using the latest TWRP 2.8.6.0
Note : there is no need to change your device from S-Off to S-On and there is no need to relock bootloader.

Please could someone which firmware file I need to flash in order to get lollipop, ultimate goal is to install custom CM12. When ever I try to install CM12 via twrp when selecting and trying to install the package I get an error saying that I cant install due to bootloader being 3.16.0.0000 and need to update to 3.18.0.0000 or 3.19.0.0000 and have been told that I require a firmware update to get this? Is this correct?

So there I was, caressing my shiny and smooth M8.
At the beginning of the year I S-Offed, and added DigitalHigh's awesome Beyond Stock...
Later on, I used a standard RUU GPE Rom.
After repeated Wi-Fi password amnesia, I wanted Beyond Stock Back.
Flashing "GPE_5.1_M8_DH_080215.zip" gives me an "Error 7" even with repeated wipes... hehe... wipes
Searching didn't give me a coherent answer.
So I though, let's update TWRP... and...
Now
The thing's only usable in Bootloader.
If I go to recovery or ANYTHING, the "Google" logo stares at me in disgust.
Odd detail: I'm using fastboot and when it's stuck on the "Google" logo, entering "adb devices" detects the phone in recovery mode.
I flashed TWRP 2.8.7.0, but all I see is the "Google" logo. (I can still feel vibrations on the screen as if I'm hitting a menu button)
I also tried to "fastboot -w" and it gave me the "remote: not allowed" result.
Actually, I tried to fastboot a lot of things and the result came the same.
Anyways, I'll give a detailed log as soon as I remember how, but the reason I post this is 'cause searching for this doesn't give an understandable or reliable result.

But delete the serial and imei before posting ! If you have an old bootloader you have to use the 2.7 series of TWRP. if you have the latest bootloader (3.18-3.19) you have to use 2.8 series of TWRP !

It's an AT&T device, you are using it with AT&T ? And you fully converted it from sense to GPE ? You could also :
1: run the GPE ruu again. It will get you on GPE stock again and since you are s-off that should not be a problem of any kind.
2: convert back to sense (original AT&T with software number x.xx.502.x)
i am not sure if the AT&T RUU will cover the "back to sense conversion" so this might be interesting too as it involves the standalone flashing of the firmware first (you need a AT&T firmware, NOT the one posted there !!!)

I have managed to remove my OS, without making a backup. All i have running is TWRP. Was going to install CM12.1, but didnt update the M8 to the latest software that contains relevant bootloader. From here it went downhill - fast.
Ended up with no OS, no backkups, and no ability to flash other ROMS i think.
If someone could give me a few ideas, i would really appreciate it.

Your case is different and you should start your own thread but there are many same case as yours.

So i accidentally wiped the phone including the internal storage and the OS instead of factory resetting (wasn't paying attention) and tried to re install the android marshmallow OS onto the phone which didn't work..
i managed to flash the twrp by following another forum where someone had the same problem, using the adb process to flash the bootloader etc but now i can't access the recovery at all, it just says entering recovery and remains idle until i get bored of waiting and power off.
Can anyone help me?
i can provide whatever information is necessary for you to help, just need my phone revitalised as i desperately need it for my new job that i should hopefully be starting at the end of the week.

I have quite the same problem (and i have One M8). Can't enter TWRP recovery, bootloop - just shows an endless loading, i can start the phone without that by pushing pwr button/VOL+/VOL- at the same time (fastboot mode - ok). Fastboot erase cache, then flash TWRP again in fastboot. Try TWRP 2.8.1.0, which is an older version (more compatible with your old firmware). Then see if you can boot into recovery.
Or flash signed firmware, to update firmware (yours is ancient) then flash TWRP 2.8.7 and restore a newer stock backup (corresponding to the firmware flashed).

Thanks a lot. I've tried the first solution and at least TWRP is now working. I've tried the same thing, but it seems, that it was a wrong version of TWRP
Many apologies, turns out i misread the model and its actually the M7 i have. But im glad that this post is helping others with my original problem and thanks to other members who contributed to helping!

Hi Guys,
I want to revive my HTC One M8 (unlocked bootloader since 2014). Unfortunately, Installing the newest TWRP Image doesn't work. I tried install twrp-3.4.0-1-m8.img, but after I click in the bootloader "reboot recovery" or type "fastboot boot twrp.img" there is written on the screen for 0.1 seconds "entering recovery" but then the screen turns black.
So I tried different TWRP Versions, but the most recent version is twrp-2.8.7.0, but I can't use it to install Lineage OS 17.1.
Even the Lineage OS Recovery isn't working. Same here. After installing and entering recovery, the screen stays black (or the phone is off, not sure)
Any Ideas why it doesn't work? :/
Umm i have the same htc with the same problem as yours.I had unlocked bootloader since 2014 and TWRP 2.4 something worked flawlessly.When i updated to TWRP 3.4 the latest build it says entering recovery and it freezes,but it's actually a bug at least on mine,when i just double click Power button the screen flashes and it enters TWRP (I don't know it's weird).Try to getvar all so we know,what do you need exactly,because there is a high chance since you haven't touched your firmware since 2014,that your bootloader version will be smaller than 3.19 (which is needed to flash LineageOs) like mine.

I have a similar problem. With my htc m8, the TWRP only works up to version twrp-3.3.1-0-m8.img. Everything beyond that can supposedly be installed successfully (according to the adb terminal), but not started. That means that I cannot install the current Linage 17.xxx correctly.
Strange. I'm using 3.4.0-1 and it works flawlessly. I could install Lineage 17 two months ago with no problem at all
Have you tried to download the image for the M8 using the official TWRP app? to be sure that the image is correct

I'm having a very similar issue with a used phone I just bought. TWRP 2.8.7.0 works (but can't install the latest ROMs), but if I flash the latest version and try to reboot to recovery I end up back in the fastboot menu. This happens whether I use fastboot reboot recovery or the menu.
I have the AT&T version with the latest software I could download. Here's the fastboot information if it helps anyone:

I got it! The firmware was out of date, but AT&T's updater wouldn't give me an OTA. I downloaded and flashed the Lollipop RUU exe from this thread (AT&T only) and all is well. New fastboot info below with updated version-baseband, version-main, and commitno-bootloader:
