Theme creation advice for dialer - P8lite Themes and Apps

I want to create a theme, mainly to darken the dialer. I want to create an effect that is the same as the attached screenshot which is the incall screen.
Does anyone know if this has already been achieved?
Does anyone know what effect this is?

The effect you can see is a radial blur centered around the contact photo on top of a picture. I dont know that someone did this but u could just do it urself.

This is my HomeScreen but i noticed that when I make a phone call I end up with the default HTC Green background. Anyone know how I can change this?
This green just clashes terribly with the blue.

Notification Bar Super-imposed

I have a problem with my notification bar. The bar has another bar super-impossed and it's totally inelligeable. I've contacted Samsung and they don't have a clue as to what's causing this distorsión. If anyone else has seen this issue, please let me know and hopefully we can figure out a fix.
