Hi All,
Thanks for all your continuous efforts. I am in a pickle now. I was using this phone M8 and suddenly something happened.. first it complained about USB charging and then when I rebooted the phone it says the phone is encrypted.. and I never used a password ..no matter whatever i use as password, it says password wrong, reset your phone and when I reset, it gives me the same encryption message. I read on how to power and volume up down button, found that bootloader is locked and I was using the same stock rom, never installed custom recovery
See the attached screenshot and please suggest me if there is any hope of recovering this phone or not.

Here is another information, not sure how much help it will be:
When I boot the phone, it boots and shows a message:
Your Phone is encrypted
To decrypt your phone, enter your screen lock password.
There are two buttons, decrypt and emergency call
And it says 30 attempts remain before device data is deleted.
But I never used a password, it was just a pattern. No matter what ever i use as a password, it gives a message saying Password incorrect. You data will be wiped, and a Button comes
" reset phone".
I already clicked this reset phone almost 15 times, but it is not doing anything, it says resetting the phone but boots to the above screen showing Phone is Encrypted. And the 30 attempt message is still there.

After reading may other thread, I installed the HTC Sync Manager along with drivers.
Installed Fastboot.
Then from boot loader went in to Fastboot.
Now typed "fastboot devices " on command prompt. This time got a result. So i went ahead and got the identifier tokens as per HTCDEV site. Finally got my unlock_code.bin file. Used this file to unlock the bootloader.
The strange thing is the phone came up saying resetting data "Yes" , "No" Option. I selected "Yes", then once it rebooted the same "Encryption Message screen came. I went to the boot loader, it still shows "*** LOCKED***. Did try to run the "fastboot flash unlocktoken Unlock_code.bin" command again and the same thing as above, it is the same result...same locked status..
I do not know what else I can do being a newbie...Please help.

I don't know much about your problem .. hopefully it is not some hardware problem like the emmc is corrupted.
Have you tried to run a RUU ? RUU will wipes everything on your device and replace it with new image.

Thanks your for the suggestion. I went ahead and downloaded the ROM from HTC website.
Could you please give me instructions how to update from fastboot. My Surface Pro 3 is windows 10. On the HTC Synch Manager it is not recognizing the Phone. But on fastboot from boot loader the command prompt shows me the device. So please show me light.

When you have fastboot working correctly that's good enough. You don't need HTC Sync Manager (please uninstall it .. later after RUUing completed you can reinstall it if you need it)
Make sure you installed the latest HTC Sync Manager - http://www.htc.com/us/support/software/htc-sync-manager.aspx
Install it to have all the necessary drivers and files needed for RUU to run, uninstall only HTC Sync Manager but leave all other things (don't uninstall them).
Put your device on bootloader/fastboot mode then connect to PC.
Right click the RUU exe and select run as administrator and follow all the instruction - agree, next, next, update, blablabla until it completed.

I did as you said. I went to boot loader/fastboot. Ran the RUUXXX.exe as admin. It first rebooted the phone and expected it to go to bootloader, but it did not , and finally said usb connection error. Do I have to manually put it in to boot loader each time the phone restarts ? -Thanks
ckpv5, I did extactly as you said. Put the phone on bootloader/fastboot. Started the RUUXXX.exe as Admin. The utility did recognize the phone and rebooted it and the message said, waiting for bootloader. But the phone started the boot to the HTC white screen. The uility said USB is not connected and USB error. Will I be able to manually put the phone to bootloader when it says waiting for boot loader....?
Forgot to mention that you need USB 2.0 and not sure whether your Surface Pro has that. If no, you need to find another PC with USB2.0
It is really late over here (2.40 am).
If you can find a RUU zip for the same version, you can try to install it with external_sd method or fastboot flash it (this should work with USB3.0).
If you can't find one .. I'll tell you how to get one tomorrow as I'm already in bed

As I mentioned before, I don't know much about this encryption problem. The only suggestion that I have is to run RUU to replace all the image with stock one but you seems have USB connection problem which usually related to USB3.0
(It will be different approach if you have a TWRP installed where you can simply format (not wipe) data partition to fix it) - running a RUU will format your data partition too (hopefully)
Since you can't try on other PC, do you have a microSD ? If yes, you can try these :
1. Right click your PC start menu and select "run" and type %temp%
2. delete all possible files from this temp folder (some of them you won't be able to delete)
3. Right click the RUU exe and select run as administrator - let it open the agreement and you accept it .. no need to click next or whatever
4. Right click your start menu again and select "run" and type %temp%
5. You'll see two new folders are created - copy out ROM.zip and htc_fastboot.exe from one of those newly created folder (to your desktop)
6. Rename the ROM.zip to 0P6BIMG.zip
7. Put the 0P6BIMG.zip on your microSD root (not in any folder)
8. Put the microSD in your M8
9. When you're at fastboot/bootloader, press power once to go to hboot screen.
10. hboot will scan the 0P6BIMG.img and ask whether you want to update
11. volume up to update and let it run until it say to reboot.
the htc_fastboot.exe is for you to keep for the next method if the above fails.
I tried in another PC as well with USB 2.0 , but when RUU waits for the phone to comeback to bootloader, the phone directly goes to the boot loop. the USB works but only when the phone is in fastboot mode, it is being recognized.
I am ok with data being wiped, i have my contacts , mails, chats etc. are backed up to another phone which I am using now.
I have an SD card , I am going to try your tip as well.

I followed your instructions and used the 0P6BIMG.zip to an sd card. Under HBOOT it started parsing the file. And after I did the volume up to move on with update, it restarted and from there went to boot loop and showed me the data encryption message. Same behavior as running RUUxxx.exe .
Is there anyway without reboot will I be able to wipe clean from firstboot ?

I checked the thread, But the solution has a condition that , BootLoader should be unlocked and the phone should have a custom recovery like TWRP.
Mine is a different case, bootloader locked, S-ON, no custom recovery. Basically the phone is never rooted. Even unlocking the bootloader also takes me to the encryption message and it;s not responding to the unlock token received from htcdev.

Don't have your model 816, mine is single SIM a5_chl but this forum link had some answers for someone else with your model. Luckily your not really "hard bricked" because you can still enter hboot/fastboot but I understand why you say that. Hard bricked is when your phone is literally an expensive paperweight. Luckily you still have access to your boatloader and that's where most problems can get fixed. By the way what specifically happened that caused this issue? You're boatloader is locked and your not rooted so pure stock right with stock recovery but you can't get into recovery?

So you went into fastboot mode and when you press your power button to select hboot what happens?
Below is a link to a forum for the a5_ul with a link to the stock recovery. Verify this is your version then try flashing it using ADB/fastboot on your P.C. and your phone in fastboot mode. Do you have USB debugging selected in your phone developer options settings?

i cant turn my phone on even i dont have htc logo start in hboot yes i have now will try to flash ;] i think i have debugging but my device show is only in fastboot and dont list my device only fastboot , BUT IM LOCKED BOOTLOADER AND S-ON CRAZY STUCKING IN BOOT MENU ;] CAN I INSTALL MANUALLY RECOVERY ? BECAUSE I ADB DONT LISTED MY DEVICE

Did you have the HTC drivers installed on your P.C. or Linux computer?
flashing it using SDK Toolkit /ADB fastboot is doing it manually. The other method is to name the file a specific way so that your phone recognizes it but I have never used this method before. I downloaded the portion of the SDK Toolkit I needed, ADB/fastboot and had the HTC Windows drivers installed from HTC sync manager then put the recovery zip file into my ADB folder in my P.C. then opened command prompt from my ADB folder and typed fastboot flash recovery"name of zip file".img with my phone in fastboot and it flashed. This is what you should try and I'll link some instructions below. Good luck.

Also if ADB isn't recognizing your phone and you do have the drivers installed then it may be because of what's happened to your phone and then you would need to try and flash from your SD card with the file properly named for your version so that fastboot on your phone will recognize and flash it. I don't know what the proper name is for your version but a lot of the time it's already properly named. How did you lose your recovery in the first place with a locked boatloader and no root?
I must be getting tired. I believe you need an unlocked boatloader to flash a recovery image so you might not be able to flash it. If you can't get into your recovery thru H boot, press power button, volume button to select recovery, enter by pressing power button, then your going to need to flash the stock RUU or zip file with the stock recovery included in the file as you can flash an RUU with the boatloader locked. The issue is will the signed file recognize your firmware as it is now and flash? Wish this was my expertise but I've only flashed RUU files to start my devices clean again not to fix a problem.

I know my friend I read it the first time and I understand all that. I'd try the flash with your recovery zip and see if that works. If not then you'll need to flash stock RUU's until you find one that will work but only ones meant for your version . Did you click that one link I gave that was to a forum here in XDA because that forum looked like it was very similar to your problem ?

Download the zip from the thread
Rename it to 0P9CIMG.zip
Copy it to your sdcard
Put the sdcard into your phone
Boot into HBoot, it will recognize an update and confirm
After this, you will be on stock kitkat, but you can make upgrade to lollipop

yes but im not sure having usb debugging ....only fastboot recognize device adb dont ;] how to install recovery with no debugging but..if RUU dont give me fail pu will be nice
My fastboot didn't work either, but I got the device working again after flashing stock RUU.

Thanks for the assist TobiBot. I don't have this version of phone and didn't catch this forum link when I was looking thru XDA. O.P. says he is flashing this way and not from ADB/fastboot and still keeps getting the" older version" notice. I read the whole forum you linked to and found this a few pages in. His radio I.D. is invalid in Getvar all he posted so maybe your suggestion combined with the above posters quote he can make it work. Hopefully just the fix you linked to will do it but if not this might get him the rest of the way.

The last quote above from the Misctool suggestion. Never tried it or heard of it but all options should be looked at to fix O.P.'s problem. Hopefully the last poster's help fixes it and this idea is moot but at least it's linked here for the next guy.

Dear all,
After I flashed my HTC One M8 with a custom ROM (btw I did everything by the book according to Hasoon's All in one kit.) WI-FI doesn't work, it won't turn on.
Recovery: It was TWRP at first, but then I tried clockworkmod as well, after several flashing with other custom ROMs it still won't turn on.
Can you help me find out what the problem is?
Note: After several flashing attemps, although it was rooted at first, my phone somehow got unrooted.
Your firmware is outdated.
You need a 4.xx.xxx.x or 6.xx.xxx.x firmware to have a working wifi.
Check your bootloader, you should see the OS- no. there. If it is blank because you used an outdated recovery, see the hboot version .. must have 3.19.0000
I checked and this is what I have found:

But I also checked my firmware number it starts with 6.xxxxxx
6.xx.xxx.x is not your firmware no. That's software version no. that you installed.

Post fastboot getvar all result without serial & imei no. then we'll see what you need to do.
Basically, restore a non-rooted backup then do OTA to update firmware. Or run a RUU if there is one available.

Yours is an AT&T device. Your current firmware most probably is 1.12.502.18 or the most is 1.58.502.1 and this firmware is too low to run current custom ROM.
The only way you can update the firmware is using the RUU. And the latest RUU that available is 4.28.502.2
What you need :
1. The updated USB drivers - see this : http://forum.xda-developers.com/showpost.php?p=64926362&postcount=4
2. 4.28.502.2 RUU that you can download here : http://www.htc.com/us/support/htc-one-m8-att/news/
3. Windows PC with USB2.0
How-to :
1. First make copy/backup of your important files like musics, photos & etc from the internal storage to PC
2. Relock the bootloader - put your device on fastboot mode and connect to PC then run this command from your fastboot/adb folder
fastboot oem lock
fastboot reboot-bootloader
3. Right click the RUU that you downloaded and select run as administrator then follow all the instructions .. accept, next, next, update, blablabla until it complete.
4. Reboot your device, you should be on the latest firmware.
5. unlock the bootloader again with the unlock_code.bin, accept and reboot
6. now you can install TWRP but use only the latest TWRP version.
7. now you can install custom ROM, your wifi should work.

Hey. I've downloaded the RUU.exe on HTC website, but after I accept the terms of agreement, the wizard closes itself and nothing happens. I don't know whats going on!!
Could someone test if its about the file or something else?

This is usually due to your PC's configuration. Win7 and USB 2.0 for the best chance of compatibility.
I also tried to run RUU and encountered some problems at first. At first it happened exactly like what happened to you but then I noticed it wasn't working because I didn't have enough space (it requires to have something like 35 gb space on drive C), on which my operating system was installed. After cleaning enough space, it worked for me only to see another "unexpected error". After then I tried a few more times but still it was no go. I will try new RUUs then tell what happens. In the meanwhile if any you guys have any other ideas I would appreciate. By the way thank you ckpv5 for all your help.

You don't really need 35 GB space on Drive C, my PC is only has about 3GB free space on Drive C (with the size of only 18 GB - the original SSD that come with the PC for hibernation purpose but I use it to install Windows so I get faster performance .. hehe..). What you need is the microsoft Visual C++ files installed and those needed come with the HTC Sync Manager (that's no.1 on what you need)
Here is another way :
Open your windows "run" .. on windows 10 is right click the start menu and select "run" then type %temp% to open windows temp folder .. delete all that you can and close the folder.
Run the RUU, let it open and no need to accept agreement .. just let it open
Again open "run" and type %temp% - in temp folder you'll see 2 newly created folder. In one of the folder, copy out the rom.zip and htc_fastboot.exe to your adb/fastboot folder ... after copy done, you can close the temp folder and the RUU.
option 1 :
Put the device on bootloader/fastboot mode and connect to PC
Open a command prompt from your adb/fastboot folder
run these commands
fastboot oem rebootRUU
htc_fastboot flash zip rom.zip
this should install the new RUU to your device.
option 2 :
You need a microSD
Rename the rom.zip to 0P6BIMG.zip and put this 0P6BIMG.zip on root of your microSD (not in any folder)
Boot to bootloader then select hboot ... it will scan the zip and ask you whether you want to update. Volume up to update. Once done .. reboot .. once you run setup and successfully update, delete the 0P6BIMG.zip from microSD.

You need to relock bootloader first before you attempt option 1 or 2 or 3.

Thank you so much! After many failures, I have finally managed to make it work. After relocking my device and flashing with a RUU using command prompt option, it finally worked. Now I can use my wifi again. Now I will try to flash a custom ROM, but you said I need to update my firmware right? So how do I do that? Or have I just updated it already by flashing the latest RUU?

The RUU already updated your firmware to the latest ... but still a Lollipop as there is no Marshmallow update for AT&T yet but that should be enough for now, your wifi should work on any custom ROM.
Hie everyone i am new here and i have an htc one m8 which is bootloader locked , s on and i dont have root access nor custom recovery installed .
All other tutorials i found here are more so related to those htc m8 devices with either bootloader unlocked or custom recovery installed and since the device is stuck on decrypt storage page i cant install an RUU firmware exe i downloaded and also i cant install a custom firmware too .
i found a tutorial on how to unlock bootloader and did got my token id from fastboot since it is the only thing working so far and am stuck with the stock recovery so i cannot get into adb mode.
when flashing the unlock code bin file in fastboot it says successfully and the warning page also appears which prompts me to choose to unlock bootloader or not . and after selecting unlock bootloader the device restarts into recovery mode i which i thought i have to factory reset for the bootloader process to be complete but still after factory reset the device boots straight to the decrypt storage page and when i reboot again into fastboot mode the bootloader is still locked like nothing happened . tried all methods to unlock bootloader and not factory reset in hope of getting better results but still its the same problem . so if there is another solution that might help me to unlock my bootloader or flash custom recovery or force it to install my RUU exe firmware without debugging i would greatly appreciate it

ok let me try it and update you with the results
hie when i type fastboot oem rebootRUU it reboots and boots into the system where it shows decrypt storage again . installed htc sync and uninstalled it leaving the drivers installed i dont know what is happening now , what should it display when it is in RUU MODE?

i dont know how i did it but for a moment is showed me the allow usb debug screen and i could see the device on adb devices command prompt screen then i tried to install the RUU.exe firmware but it failed and rebooted now its no longer detected on adb :crying:

The RUU.exe from your first post?
That will not work for you. That RUU is for AT&T devices. The only way you would be able to flash that would be if you were S-Off and changed you CID to 11111111 (or AT&T's CID)
Take the RUU.zip (6.12.401.4 ~ the 401 being the important part, that is the identifier for your model) and rename the .zip to 0P6BIMG.zip (that's a zero, not the letter). The best way to do rename would be to place it onto your extSD so you can see the .zip extension (it is sometimes hidden on your PC) and use a file explorer so you don't accidentally rename it to 0P6BIMG.zip.zip
Boot to bootloader after this is renamed and on extSD (formatted to FAT32), and you should be prompted to flash it by pressing vol up. When the flash is finished, you'll be prompted to press power to reboot, and you are done.

Yeah, you can also flash it in fastboot from PC. You'll probably get an "Error 90". That's the hboot pre-update and nothing to worry about. When you get it don't disconnect, just enter the flash command (fastboot flash zip "name of firmware".zip) a second time to reflash it.

sadly i guess i have got a bigger problem than i thought , so i tried with pc using these commands fastboot oem rebootRUU and the devices reboots straight into normal mode , and i did also the extsd tutorial you gave me and the device checks the file and prompts me if i want to continue bt after pressing the vol up button the device reboots again straight into normal mode where i am having the decrypt storage issue .if only i had that usb debugging screen prompt again i guess i would have had better odds since before it failed it actually went into RUU flash mode showing only the htc logo with black background

You can turn on usb debugging in settings > developer options, but it shouldn't be needed for fastboot commands.
Try flashing this firmware.zip first, then run the RUU.zip again.

tried that last firmware zip but just want to confirm if i did the correct procedure ......
i downloaded this file you linked me : M8_6.12.401.4_WWE_TWRP2870.zip renamed it to 0P6BIMG.zip , copied it to my sdcard and and rebooted into bootloader . i could see the checking progress bar but then it just doesnt give me the prompt screen for vol up to continue or vol down to cancel , its just saying press power to reboot.
then tried fastboot oem rebootRUU but the fone is just stubborn and reboots into normal mode again not in RUU mode so i cant flash the zip firmware with fastboot . Another thing i noticed is when i finish unlocking bootloader and gets the success message with continue to unlock bootloader screen and then phone reboots into recovery (stock recovery) there is a chain of errors like "cannot mount data , cannot mount emmc" too but when i repeat the bootloader unlock process again this time with an sdcard in device i get "no cw files in sdcard" message when it reboots into recovery but still the bootloader wont be unlocked despite of repeating the process several times. the phone is still brand new never opened and i think this is somehow software related for i was beginning to think that its hardware issue but an app cause this "device decrypt storage" after the phone rebooted
Any idea where i can get htc mtp device drivers as i have reinstalled my operating system and installed htc syn too but those are the only ones failling to install now am on 32bit windows os , the ones i have downloaded are not installing maybe if those install i might recieve an "allow usb debugging " screen as i did earlier on before the screen didnt want to show up again

So I rooted my phone About two years back and my phone has been acting sluggish for a while so I decided to try putting it back in stock software and updating it to see if it would become quicker. When I tried to install the update there was a thing that said the startup wizard has stopped working so I was trying to delete it and did an advanced wipe on my phone for some reason. Now when I boot it up, it only brings me to the loading screen. The big thing for me is that the factory reset turned off usb debugging and I have no idea how to access my phone from my computer.
I can get to the recovery page, and my bootloader(I think) is unlocked.
Any help would be appreciated.
Let's walk this back for a second. If you had a car with some problems, would you just randomly open the hood, without knowing what you are doing, and start pulling stuff out, without knowing what it was, or what the effect would be? Because that is kinda what you did, by going into the TWRP "Advanced" wipe options.
What you did was not a factory reset. You probably wiped "system" which is the OS (operating system - Android), and therefore you have no OS to boot.
My constructive advise to you, in moving forward, is only do what other experienced users have directed you to do. Don't guess solutions, make things up, etc. Don't do anything unless you have a good understanding of what the result will be; or if you were instructed to do so by a knowledgeable person. Make sense?
Now let's get you back up and running. Doing so will take some steps, and take some time. You may (almost certainly) learns some things in the process.
Do you by any chance remember if you ever made a backup of the ROM using TWRP? You can check this by booting into TWRP, selecting RESTORE, and seeing if it identifies any available backups. However, if you wipe internal storage and/or the SD card; even if you had previously made a backup, it would be gone now.
On the bootloader screen (the white screen where you can select recovery) what does it say for OS number? If its blank, what does it say for hboot number and radio number?
On that same bootloader screen, it will indicate at the top whether the bootloader is UNLOCKED or RELOCKED (or LOCKED, but its probably not that one). Tell us which one.

This only affects adb commands. You will find fastboot commands will still work, when booted properly into bootloader-fastboot mode.
Also, if booted into TWRP, you should be able to access the phone's internal storage and SD card (if one is inserted) from your computer.

How far exactly did you get with this process (restoring stock software, and update)?
Describe step by step, what you did, and in as much detail as possible (files used - exact names, results of each step, any other observations).

I didn't get far at all with installing stock. I just had the intention. I tried to use some program to install the stock firmware, but my phone couldn't connect to my computer.

Then how did you get to the point where it said "Setup Wizard has stopped working"? Isn't that the error that prompted you to wipe everything in TWRP?
Also, you must realize that saying "some program" doesn't really tell us what you used? You have any idea what it was? Is it still on your computer?
Do you have any idea how to use fastboot, and issue fastboot commands?

No, I did the factory reset, thinking that would undo my rooting, but it didn't. At this point it was still working and I thought that it was fine, but then I couldn't take pictures or anything so I installed major update from my phone and that's when the startup wizard wouldn't work. I then did the wipe and used a program I got from htc rom downloads from their support page. I thought it was a program that installed stock roms on your phone? But it couldn't connect and did nothing to my phone.

You mean an over-the-air (OTA) official update? I'm confused how that would even install. It normally will fail if the phone is rooted, and also won't install with TWRP on the phone.

When you say you know how to get there, you mean only know how to boot into fastooot mode on the phone?
You'll need to also issue fastboot command from your PC's command prompt (with phone connected, and booted to fastboot mode). To do that, you'll need to find where fastboot.exe is on the PC. You might find it at (where it is on my PC): C:\Program Files (x86)\HTC\HTC Sync Manager\HTC Sync
After you find it, hovering the mouse cursor over the window (where fastboot.exe is located) do Shift + Right Mouse Click, and from the pulldown menu, select "Open command window here".
In the command window, type: fastboot getvar all
Then copy and paste the output, and post it (delete IMEI and serial number before posting). To copy in command prompt, right mouse click, select "Mark" then highlight the area you want to copy. Press Ctrl + C to copy. Then go to your forum post window, and Ctrl + V to paste. And remember again to delete IMEI and serial number before posting.
Well, I was also the one who rooted the phone, so I probably did it poorly somehow. Yeah the over the wifi one. The update failed the first time, but then I just tried again and it went though and that was the point where I got the startup wizard is not responding message that wouldn't let me pass.

Okay, great. That confirms some things I had figured out earlier. One that this is a Sprint version, and it looks to be the Harman Kardon version. Is Sprint your current cell provider?

Ok, good. That makes the rest somewhat easier.
Another fastboot command. Enter the following:
fastboot oem lock
On the bootloader screen (after an auto reboot, I believe) you should see the bootloader say RELOCKED near the top.
Next go to the following page, and download the 4.25.654.18 RUU under where it says "Previous RUUs":https://forum.xda-developers.com/showthread.php?t=2729173
After you download the RUU, open it, and it should install the full stock factory image, Lollipop version. The phone should be running after that. And since you are connected to Sprint, you should soon get an update, which will bring you up to Marshmallow.
You can also RUU right to Marshmallow, but it takes more steps. You would have to flash MM firmware (more fastboot steps) before you can do the MM RUU. So that is why the LP RUU may be easier for your. But if you are interested in doing RUU right to MM (instead or LP RUU, then OTA update) then let me know, and I'll walk you through it.
I got it re-locked and everything, but my phone still wont connect to my computer. The Rom utility still says that it cannot connect.

Yes. Is that how you are trying to run the RUU? If so, try a different USB port, different cable, if possible. The RUU is much more finicky than fastboot commands.
If all fails, and you have an SD card, you can use the SD method of RUU (no PC needed): Go back to the thread, download the zip version of the RUU. Rename to 0P6BIMG.zip, put on the SD, then reboot to bootloader, it will detect the RUU and auto install it.

If you relocked the bootloader, then stuck on HTC logo screen and no OS is normal and expected. Relocking the bootloader expects RUU to be run.
You need to provide more info on what has occurred (sequence of events), and what you did exactly so far:
- "dry the phone" means it got wet, did you drop it in water? Did it fail to boot after that?
- What was the intent of unlocking the bootloader? What else did you do with it unlocked? Did you install custom recovery TWRP, root, or anything else, was it successful (give in detail, the exact results of each step).
- What was the intent of relocking the bootloader?

Failed: once wet, nothing worked. I let it dry for a month. Loaded battery, gave me access to fastboot. Its boot stopped.
-Bootloader: effectively once dry I can access. I figured a good way was to install the OS. And I tried to root it. First I unlock it. Then I tried to load TWRP without success. I do not remember the message, sorry it happened a weeks ago.

It's the correct RUU. So run it again, and tell us what the error message says. Can't troubleshoot, if you don't give us the required info.

Did you try to run the exe format RUU on a PC, or otherwise (zip file via fastboot, or SD card method)?
- I run the RUU, until in the PC appeared severals messages. like updating ... and at the end message like congratulations, your phone is ready ...
-the phone displayed severals black screens with a green bar indicating status ...
-then its boots, i saw att logo, then htc one white screen ... I left the phone three hours ... nothing changed
- no one error message
-nothing had changed = remain the white screen with htc one
RUU messages consist of each partitions attempting to be flashed. Did any partitions indicate failure, or did they all succeed?
Either way, since you ran the RUU, and the phone still won't boot, you likely have some hardware failure due to the water damage. Software isn't going to fix this.

Not a test that I know of for that. Really, based on the fact there was water damage, and you did RUU (which writes all software/firmware partitions to stock) installed, but hasn't fixed the issue, to me means a hardware problem is very likely.
