I am able to send regular sms texts no problem but mms pictures that I try sending won't send. Pictures send on other types of messaging apps such as Instagram dm, and I have tried reflashing the cm13 rom.

no. APN type should include MMS. For some reason CM13 has made a mess of the T-Mobile APN

I will say this - you have no value for port, MMS port, and a few other things that make no sense for having no value in there - I am willing to bet a google search will tell you the proper APN. I actually got the proper APN for myself to use from the ASUS website

Glad to help. Now do yourself a favor and store that APN somewhere. This phone uses APN settings that are different from anything else I had before. Anytime you change roms or clean flash an update you will need to reset this APN.

All of this is a waste of time, people who can't get MMS to work out of the box need to provide logs so the problem can be fixed.
EDIT: To be clear, you have to do the MMSC stuff either way.

Point taken, just to be clear i only posted this because some "builds" dont have the option to tinker with the APN, and or if you do set the APN still don't manage to get it to work, and thats from experience.

Ah, sorry I come from an xdandroid specific perspective, didn't think about other builds. We (mostly highlandsun) put a lot of time into fixing MMS for Sprint and I just assumed people were running into edge cases where the fix didn't work properly, glad there's a fix for people intentionally running lesser products

Yea, FRX07 works great with MMS out of the box. No need to do this if you're on FRX07 folks, and soon the GingerBread build will have it as well. So all XDAndroid builds will work with MMS.
the actual message from the OP should say "are you on FRX06 or below, and want MMS? upgrade to FRX07!"
iv been having this problem for like a week now and i cant figure it out!!
i can send and receive sms and i can receive mms but i cant send mms.... every time i try to send one it just fails after like 5 sec and says service not activated on network
i have a unlimited plan with 5gb of data on t-mobile and it was working when i got my nexus.....
i also tried the smsc thing and that didnt work....any ideas???
Are you using a themed SMS app? If so replace it with stock in system/app set permissions and reset.
Which ROM are you using?
Sounds like the APN isn't set correctly.
Make sure you have "mms" included in the "APN-Type", maybe that helps.

That was my thought as well.
im using the kang aokp rom and im using the ics messaging theme but not a different messaging app like chompsms or anything.... and i checked my apn settings and under apn type i have
default,supl,mms
so any other ideas?? it just started randomly...do you think it has something to do with me backing up and restoring all my apps and data in titanium??
As long as you didn't restore any system data, I don't think the backup/restore should have anything to do with it.
You may need to contact your carrier to verify your APN settings and/or make sure there isn't something on their end preventing you from sending MMS.
I'm almost certain it's the themed SMS app...I experienced the same problem.

lol thats exactly how they look.... i still havent tried the new rom with out the mms skin im going to try that tonight as soon as this valentines **** is over....
aight so i flashed kang build 23 and didnt install the themed mms and picture mail seems to work now!!!!!!!!! i will see how stable it is tomorrow but for now its working! thanks guys i owe you big time!!!

I have the same problem on tmobile... my apn values are identical to the ones posted here... I am running foxhound rom. It is a themed texting app and i love it. Is there a way to keep it and make it work?

Strange... I am in Canada on the Rogers Network and I also use the FoxHound ROM with the themed MMS app and I have no issues sending MMS messages.
Is it possible that it may be somewhat carrier related for you? Have you called T-Mobile support?

1) Access your phone information menu (dial "*#*#4636#*#*"), select Phone Information.
2) Scroll down to the bit that shows "SMSC:", a blank, and two buttons.
3) Click the Refresh button (NOT THE UPDATE BUTTON!) to retrieve the current SMSC.
4) For T-Mobile US, it *should* be "07912160130300f4".
I just got the Note 3 (unrooted/stock) on T-Mobile and can't seem to send MMS. Anyone have a solution for this? I downloaded Tweakker and the APN settings it gives me seem to be exactly what it's set to already.

Nope. New number from them.
Solved it!
Original APN name was T-Mobile US LTE
Added new APN
changed name to T-Mobile LTE
apn - same as before
mmsc - same as before
changed apn type to- default,mms
Basically the only difference was taking out "US" from the original. MMS and Internet working fine now.

a few questions:
1) where are you located? Country/state/city/neighborhood (if applicable)
2) You only removed the "US" from the "Name" field?
3) What was populated in the APN Type field before you changed it?
I ask because my mms sendign has been on and off and im trying to narrow down whats up.

You could just remove apn type like i did. also I made it use ipv4/ipv6. ATL,GA here

3) The APN had another abbreviation in there. I cannot recall. Something like "ss"
Are you using a third-party app to send? Like GO SMS Pro? I know that when my MMS was intermittent on my Galaxy Note 2, I had to go into the settings on GO SMS Pro and adjust some settings.

I think whats solving the issue is changing the APN Protocol and APN roaming protocol to IPv4/IPv6. Thats what did it for me, everything else is the same to the default APN.

I use evolvesms and every now and then I can't send pictures or receive them. This forces me to update my prl to send and receive pictures.. Anybody else have this problem?

I went into data menu ##3282# went into MMSC changed MMSC URL to http://mms.plspictures.com and now i can send mms from a themed mms app made for tmobile variant. Don't know why but that worked for me.

Try it and see. I'm not sure. ?
I was able to utilize the regular metropcs mms apn settings i then restarted the device and proceeded to install android 6.0.1 stock messaging app and mms is now 100 percent functioning
Recap:
Things needed
6.0.1 stock sms apk make default app
Metropcs service, sim card and apn settings no tmobile/metropcs settings were needed
Make sure to restart you even want to delete the original apn settings and set it up the same way again restart install apk send a pic
