It's a theme app called Pip-Tec- there is green blue and Amber. Here is the weather widget as well.

Saw some people who wanted the S4 Lockscreen to fit with the S4 Launcher (aka modified s3 launcher but whatever)
It's working great, and you can change the font + background what you want.

Tap the text life companion twice and you can edit it(while the phone is on lock screen)
