Hello people! Is DN4 working perfectly in Galaxy Note 2 SHV-E50L? Or any 5.x samsung rom based working?

1. Why CyanogenMod released CM 12.1 for LTE model but for INT GT-N7100, only CM 11?
2. Why phones like Samsung Galaxy S2 got the CM 12.1 but Note 2 didn't?
3. Is the Note 2 a weak link in the chain of Samsung's flagships!?
