I have a Vivo Xplay 3S and had to flash the Chinese custom recovery as that is all that's available at the moment.
Is there a way to translate the Chinese into English and then reflash it to my phone?

I think you need to root, but not unlock bootloader, to install language.
I installed Chinese on leaked 2.2 finland rom by rooting defy and using recovery to install Chinese language patch. I don't know where to find arabic language patch though.

As far as I've searched the internet, this forum and the zuk Europe dedicated forum, there are 2 official roms, the Indian and the Chinese. The Indian has English and Indian languages and Chinese one, that has English and Chinese. So the question is, if there is a nougat stock rom that has multi language support, like the official ZUI on which is added the multi language option, ofc a stable one? If not, what is the best custom rom at this moment, which is stable, but more appropriate to ZUI and to have Romanian language too, if you know any?

It's because that realme's market is in China and India. So they didn't need to add Hebrew to the UI.
U can't install Hebrew but u write and read massage in Hebrew.
Or install costum rom
