Some further info would help first. Are you rooted/running a ROM/ any mods?
Have you tried clearing data and cache on the Camera app? Have you tried a reboot or clearing cache/dalvik from recovery?
Sorry I'm rooted using towel root,s_off,unlocked boot loader, stock rom

Hmm not sure sorry. You could try factory resetting as a last resort. Or install a custom recovery and make a nandroid backup, then try a custom Rom? If it's still not working then it could be a hardware fault.
Did all that as well as wiped everything in the app like cache

Well, did you try flashing the stock rom for your device ? Else if the stock rom doesnt solve it, the final attempt would be flashing the RUU.

I was wondering if anyone had any idea on how to install AOSP browser on my HTC One M8 Google Play Edition with having to root. I've seen a few guides that claim that it's possible but in my experience that aren't working anymore.

I think you can just install the APK without rooting there shouldn't be any problem
