I am wondering if the bootloader is unlocked in the Samsung Galaxy S4 Mini ? I got it from a carrier. I want to install custom ROMS, but I heard that rooting doesn't let you install custom ROM's...that the thing that gets you to install custom ROMS is an unlocked bootloader. So does anybody know if it is unlocked ? And if the bootloader is locked, anybody know how to unlock it ? Any help would be greatly appreciated!
The bootloader is not locked.
Just flash the custom recovery (http://forum.xda-developers.com/showthread.php?t=2364980). Then you can flash any custom ROM in recovery.
Read all about triping KNOX, and if it's OK for you, go ahead.

I'll be going on a trip to China soon and I need to unlock my phone. I have tried unlocking my phone with the help of this post, but unfortunately it didn't work out. I read that I need to be using the stock rom for the unlock method to work.
My question is: if I unlocked my phone on the stock ROM and then restored to a backup with Clockworkmod, would my phone still be unlocked?
Also does anyone have a link to good stock based ROM that I can use to unlock my phone?
Any stock based Rom will do it, even the plain rooted stockones. And once it's unlocked, it stays that way until you relock it. Flashing a Rom shouldn't cause you to relock
Is it possible for a S3 to have a locked bootloader with a custom ROM and recovery?
I don't remember ever unlocking the bootloader, yet I have a custom ROM installed; AFAIK, I have to have an unlocked bootloader to flash custom ROMs. Yet when I ran the Synergy IMEI backup script, it skipped the process due to a locked bootloader.
This paradox is hurting my head.

I have the AT&T S3. I took the OTA update to NJ1 now. Does that mean my bootloader is now locked and won't be able to root? and install custom recovery?
The i747 (AT&T) does not and has never had a locked bootloader.

Your bootloader has been updated, but as Audit13 said, no, the bootloader is not locked. You should be aware, though, that you should not try to downgrade your bootloader to a previous version. (I.e. after some times if you attempt to return to stock ROM using ODIN, you should not install a build previous to NJ1.) Except for that, you will still be able to install a custom recovery, root and flash custom ROMs.

Hi, Is bootloader on Samsung Galaxy Note 2 N7100 is locked? Can you tell me in simple steps what i have to do to install custom rom or link me some tutorial/files i need to download. I'm not neewbie but it's old phone and not mine so i wanna be sure. Thanks
The bootloader is not locked so you can flash TWRP with Odin and then use TWRP to flash custom ROMs.

If I completely flash a new stock or custom rom will it relock again?
Will it ask for unlock code?
