I'm using the firmware (bootloader and modem) from the 4.3 Samsung update. I'm running CM11 M9 stable. Is there any reason I should upgrade the bootloader and modem to the 4.4 official Samsung release (http://forum.xda-developers.com/galaxy-s3-att/general/ucuemjb-to-ucufne4-firmware-update-t2808654 )? Why or why not?
Some custom ROMs require a KK bootloader. I believe unified msm8960 builds require a KK bootloader unless you specifically flash a ROM designed for JB bootloaders.

MI6 build was first leaked 4.3 ROM
MJ5 was second and subsequent leaked build. Consensus is official version will be fully functoinal MJ5.
MJ5 requires the new bootloader to be flashed otherwise your wifi will not work. If you flash new bootloader you cannot downgrade to 4.1 ROMs, you will have to stay on 4.3. Also Knox is integrated into MJ5 while MI6 not so much.
My personal choice is to stick with MI6 until official ROM drops and our devs tear it apart and make it work 'xda' style

i have At&t Sgs3 phone and im on 4.3 MJ2 Leaked FW.. is it possible to flash my phone to cyanogenmod or aokp 4.4 kitkat roms?
You need for install a custom recovery to flash custom ROMs.
And why does this not work with the stock android roms?
You can downgrade as long as the 4.3 ROM supports your bootloader and modem.

I have an SGH-i317 AT&T Galaxy Note II. It is rooted, has TWRP 2.8.1.0 and SuperSU 2.46 and TitaniumBackup all of which work just fine. I used Odin 3.10. I'm about to flash custom ROMSs CM10.2 and CM11. I have a couple things I don't quite understand before I flash. Hopefully someone can help. In the past, AT&T forced OTA upgrades so I'm at runnign rooted 4.4.2. (Specifics on my firmware are below.)
1. I know Android has broken a third party app's ability to save files to the external SIM. Is this problem inherent ONLY to vendor 4.4.2 builds like AT&T's, or does CM and other custom ROMS that are based upon 4.3 and 4.4 suffer from the same dumb limitation?
2. I've read online that the boot loader software became vendor-signed-package aware and is now a "locked" bootloader. AT&T forced my perfectly good 4.1.2 to go to 4.3 and consequently to 4.4.2. Is it not possible to actually replace that bootloader? If not, why not? Is that not possible at this time?
3. I noticed that for my SGHi317 that there is no such thing a an t0lteatt anymore for CM11 since they have merged their development branches. So will the latest t0lte work for SGH-i317? Do I need to do anything special other that flash it and the correct gapps to the phone?

Is it possible to flash an at&t stock rom on an unlocked, rooted, tmobile gs4 (sgh m919, android 4.2.2)? I really wanna use the touch wiz 5.0.1 but I can't find any ported roms (tmobile being a ***** and not releasing 5.0.1 update like the other carries did)...
If you mean firmware by "stock rom" I would not recommend it. You can probably flash a custom rom based on At&t's 5.0.1 update, it's a safer method. If you have issues with data or calls you may need to update your modem to the latest T-Mobile version
