I recently flashed a stock french firmware for my I9195, and realized that camera shutter sound is ALWAYS ON despite vibrate/silent mode. I'm used to silence camera simply putting the phone in vibrate or silent mode. I don't need a shutter sound on/off option, I don't want to delete completely shutter sound, I'd simply like to have a silent camera when the phone is in silent/vibrate mode. As it was before.
I'm rooted. Tried google enforced stream silencer, and it doesn't work. Any help is appreciated.

Has anyone found a way to turn off the shutter sound? I have tried adjusting every volume I can, and haven't been able to find a way to turn this feature off. It's so obvious when you're trying to sneak a funny picture in and this phone makes that loud noise.
you can only disable it by using a different camera app or by using the root method
The shutter sound appears to be controlled by the "Media" volume. Setting it to silent also silences the shutter sound.
One can use the volume buttons while in camera mode to change the "Media" volume".
While this is not as beautiful as a setting option "Disable shutter sound", the lack thereof is not reason enough for me to bother with a custom rom.
Used to be the case in Gingerbread that you could just put the phone into Silent mode and the shutter sound wouldn't trigger.
That is not the case anymore.

What do you mean? That it used to be possible in Gingerbread and that now it is no longer possible in Gingerbread?
It seems to work for me on ICS right now. And the only volume I have to set to Silent is the Media volume. All other volumes can still be on. And the nice thing is that one can change the Media volume directly in camera mode, since the volume keys don't control the zoom.

I mean that putting the phone into silent by pressing and holding the power button and choosing Silent mode used to mute the shutter in Gingerbread, but that does not work in Ice Cream Sandwich.
Can't seem to get it back. Not sure why it's gone missing. But all volumes are turned up and my camera no longer makes a noise when I take photos. Any ideas?

When your in the camera app then use the volume rocker to turn up the camera sound.

Make sure you aren't on silent mode, since having that turned on suppresses the camera sound.
Done both of those things. It's not in silent, the ringer goes and message tones go. But the camera doesn't... odd...
If you are running AOKP, there is a setting in Sounds that turns it off. You may have turned it off accidentally.

I'd try a simple restart of your Galaxy Nexus.
I had this issue a while ago on 4.0.2 before I rooted and installed a custom ROM.
Ironically, I ended up disabling the camera sound manually anyways...
Doh! It had been muted by an app, which I'd then uninstalled. And, of course, you don't have access to System Volume...
Realised I can have it managed by Setting Profiles so all good now
there is no option to turn off camera sound in this korean variant... even in mute mode, the camera still makes a loud sound which is kind of annoying at times
Using the same model and there isn't any known way to silent the camera sounds. What you can do is use some other app that can take pictures and then silence the sounds. YouCam Perfect, Retrica stuff like that can silence the sounds with no problems. Otherwise I think you will need to root.
Yesterday, I rebooted by phone as I had problems. I now cannot switch off the camera sound so that I still get the shutter sound when I take a photo.
A few weeks ago, I was able to turn off the camera shutter sound with no problem.
My Samsung Galaxy S4 Mini runs Android 4.4.2. Please can someone advise how I can switch off the stock camera shutter sound without having to turn off the phone volume. Many thanks.
Very simple, just search for enforced stream silencer and install it.
