Currently the bootloader is unlocked on my phone. I did a TA backup prior to unlocking. I'd like to relock it and just need to know if the TA should be restored before or after relocking the bootloader?

Did you backup your TA partition (DRM key) before unlocking?
If you did, using iovyroot, then you can restore it. If you did not, then you can't

You have to flash stock lollipop using flashtool
(the one you used to backup TA.)
restore TA and that will relock the bootloader without using flashtool

Make sure in device settings your device is installed correctly.
Then when you place into fastboot check it by typing "fastboot devices" in cmd while cd'd to platform-tools.
Also make sure your developer settings are checked properly. Eg. Oem unlock allow & USB debugging
Also make sure your Android sdk is updated.
If your device isn't installed right (exclamation point) then let me know I'll tell what to do.
If yes can someone send me image of TA partition.
