Whenever I try to move a file to internal storage when I connect my phone to laptop, it won't let me transfer. Same thing when trying file explorers on my phone.

"Won't let me" means exactly what?
Maybe your firewall is blocking it?
Does your device show up as media device in WinExplorer?
What kind of files and size?
Have you tried Superbeam or Airdroid = transfer over WiFI?
Or even better: set up a shared folder (shared with everyone) on your laptop's C: drive, get File Manager HD or ES Explorer on your phone and transfer files via the network share.

I cannot write any files to my Viper4Android folder that I'm supposed to be allowed to (put IRS files in there). Computer and ES Explorer won't let me copy to that folder.

Check the folder's permissions. Long press and details
You sure the folder is not on the system partition which is write protected?

Tried dirty install, see if that works.
Yes I have TWRP, will try if dirty install of ARHD doesn't work.

So I'm slogging around with a file explorer looking at all the neat stuff in my rooted EVO 4G (rooted only). I see all the canned apps, like the Amazon MP3, Sprint crap - in the /apps folder....
...but where are all my downloaded/installed apps - the ones I haven't been able (or just chose not to) move to my SD card - things like the Astro file browser, or my Wireless Tether -- where are those .APKs? They're not in the same directory as the canned ones.

Depending on your configuration, your "3rd party" apps can be found in the /data/app folder
or
/system/sd/app folder
they are in /data/app
My data folder shows as empty in both ES and Astro. This some sort of file perm thing?

didn't have a system/sd/app folder and the /data/app folder shows as empty with both Astro and ES. I'm guessing it's a file permission thing, why I'm not seeing them with these phone browsers.

I use Root Explorer and they are indeed present. I just tried to view both folder via ES explorer and, you're right, it displays empty folders.

Yes sir, I did. I have /system/media then /system/tts - no /system/sd exists (or at least that Astro and ES are showing me).

Yea, astro and es file manager will show the folder to be empty, as they don't have permission to use them really.

You're very welcome, my friend. Also, get into the habit of copying those 3rd party apps to a separate folder on your SD card or an external drive, just in case.

I have titanium backup keeping copies to the SD card, plus sending to my dropbox. I'm also keeping copies of my nandroid and ruu there on dropbox, just for sanity sake.
The reason Astro and ES won't show anything in /data/app is because to access that folder in /data, you need Root permissions, which I'm guessing those apps don't get.
As RootExplorer's name suggests, it gets root and so can browse through that folder and others.

When I was browsing through some system folders, I've found a directory /d/regulator/8921_usb_otg/8921_usb_otg. In this directory, I can see voltage values, but I'm not able to edit them. Can someone help me how to edit max_uV and min_uV files? Folder called "enable" can be changed to 1, but other folders no.

Use ES file explorer, tap the world icon on the top left, Tools, Root Explorer OFF To on, give root permissions, after tap on root explorer again (On the Word now, not on the "ON" button and tap Mount System R/W On the menu that will appear.

All the files in that folder have readonly atttibutes set r--r--r--. Try copying the files to some folder in the sdcard, change them, then move them back to the folder and set the same permissions as before.

I've attached 8921_usb_otg folder with all the files here, use es file manager with root permissions to replace them.

There is no /d/ directory in .zip file

To set or read a value you do this:
adb shell
su
cd /d/regulator/8921_usb_otg
echo 1 > enable
etc...
try to set max_uV to USB voltage which is 5V, it's in uV so:
echo 5000000 > max_uV

I have some files on the internal storage, from the downlad folder, that i want to copy to my sdcard, but theres no file explorer that will let me do it. I've tried both Root Browser and Root File Manager. They just give me an error saying 'Operation Failed!".
If i plug it into my PC through MTP and tries to copy the files, either to the SDcard or my own computer, windows 8 gives me an "Unspecified error" or saying "The device is off, or file not found" (or similar).
What is wrong? Why cant i move the files from the internal storage? Hope you can help me.

Sounds like an sdcard issue
Try copying files within the sdcard and within the internal storage. If it fails only when copying within the sdcard, remove it and try on a card reader on your PC.

I can without problems copy files onto or from the SDcard(from PC), but not the _internal storage_, thats the problem. The SDcard (partition?) works fine.

I must admit that I didn't think X-plore would work either but am pleased it did; it does do pretty much everything as far as files and folders go.
I've not had a similar problem and cannot see a reason why the other methods you have tried don't work.
Tried various file manager & system, but unable to delete files inside obb folder. Any way to delete? Your help is appreciated...

I guess only formatting internal storage will fix this.

1- inbuilt file manager, X-plore file manager
2- recovery file manager
3- pc
But nothing working, let me know if there is any other way. I guess only formatting storage will work, but I don't want to do it, searching for alternative way......

Where are those zip files located? Somewhere in your root storage or on your sdcard/internal storage?
If it's the latter, try using adb commands to transfer the files to your PC
Or you can use this app called "Handshaker" and see if the files are visible there

If you created zip files in root explorer, did you look in...storage/emulated/0/SpeedSoftware/archives
If yes, then move them to a folder you've already created. Much easier to find that way ?
Yeah I can see the zip files fine on the phone, and I can see most all files from the PC. I created the zip files right in the root of sdcard which is the same as the root of internal shared storage from the PC. I can even browse both the folders TWRP and Titanium backup from Windows Explorer. I even copied the files to a different dir. I'm thinking they being owned by root is the issue. Going to keep plugging. And try the app suggested.
The issue was not here on the 6P. I just zipped up those two dirs and copied them to the pc. Can't copy twrp cause of file names that piss off Windows and tibu has way too may files. Anyway, going to look into the adb thing but if the files are not visible then ???
Also. Thought about otg but the phone insists on formatting the cards as fat32 which have a 2 gig limit lol

Heh one more thing, root explorer ain't working for me. Lol was using jrummy root browser. My bad for the initial problem statement.

Meh...no biggie bruh. Sorry RE doesn't work. Kinda strange though. It's worked great for me on any rom thus far. Unless it's a f2fs thing? ?

Set lock screen to swipe. Uninstall all theme overlays. Do my TiBu backup, and save it to my pc. Go to twrp and backup boot, system, and data, and let it rip. Then I save that backup to the pc. Then if I'm installing a new rom, I just do the twrp factory reset thing. I don't wipe system anymore since that seems to foul things up. Which, I still don't quite understand since that was SOP on the 6p ??
