APK the Android application package file cannot be installed on Windows RT.

Wouldn't do any good if it could either. Android apps run on Dalvik (which no version of Windows has built in) and on the POSIX-based Linux kernel (RT doesn't even have the NT POSIX subsystem anymore).
The answer to this question is exactly the same, for exactly the same reasons (and therefore should be exactly as obvious) as asking whether you can install Windows Phone .XAP files on iOS. NO!

[Q]Windows 8.1 theme

Hi, I installed today Windows 8.1, and on windows 8 I used UXThemePatcher to use custom themes, but on 8.1 it seems that this is not working. Is there any other program or some way to make it work?

You have to wait until UXThemePatcher is updated. It is just checking the version of the system files and finding that they are out of the defined range. To the best of my knowledge, there is nothing changed with how Windows 8.1 handles themes (bugs have shown it degrade to the 9X theme). The files have changed because resources for new applications have been added to those files.
Just be patient, 8.1 is not a final release yet.

Can't Install DuoS on my 8.1 Surface

So like the title says...I downloaded the official .exe file for DuoS and attempted to install it as a admin. And I get the generic this app will not run on your pc...any suggestions? ?
https://www.youtube.com/watch?v=PLePEHpcyvE
I have followed the above video as well.
http://forum.xda-developers.com/showthread.php?t=2092158
im have also run the jail break tool from the link above
Windows RT 8.1 cannot jailbreak yet. That jailbreak you use only working with Windows RT (8.0). After jailbreak you will need to use .exe that compile for using on ARM (not normal x86-64 for Intel, AMD CPU) or use Win86emu to run normal .exe with 1/10 CPU performance. And even we can jailbreak RT 8.1. I don't think DuoS can working on it.
oh wow ok so i assume that means at this point there is no way to run any android apps on the 8.1 RT?

There is Bluestacks. You can downgrade WindowsRT to 8.0 if it's the original Surface RT.

I don't think there is a version of Bluestacks compiled for ARM available yet. I could be wrong, but having RT 8.0 with the jailbreak still won't allow it to run x86 applications, and the currently available download of Bluestacks doesn't run on my Surface RT even with the jailbreak. There is rumor they maybe are working on an ARM release, but I don't know if that will be a desktop or store version. Probably the latter.

If somebody has a link for an ARM version to download I'm all ears.
I think that they already released the store version

Not that I can find... searching the store all I find are guides to installing bluestacks, but not the actual application itself. I'd be happy to be proven wrong...

Yes there are a couple of easy ways to get Android Apps on Windows Phone 8 / 8.1 devices running. Note: This is NOT possible on Windows 10 Mobile devices.
1. For the Lumia 640, 640 XL and Lumia 930 there is a 10240 ROM. You can very easily flash that ROM to your device. With that version you are able to install and use Android Apps on your Windows Phone.
2. If you have Windows Phone 8.1 installed on your device you can directly update to either 10166 or 10536. With either build you're able to install and use Android Apps. Note: this is available for the HTC M8, Lumia 930, 1520, 1020, 635.

Yeah but how to stay at that build? It will update auto to newer
I am always looking forward this. Hope Asroria will be back to Windows Mobile since MS has abandoned its own OS. My 1020 is now only my photography backup.

what do you use to update to that specific build? I have done a factory reset on 8.1. will WDRT allow me to install to a specific build? Where can I get these specific builds? Lastly, can I prevent it from further updates?
thanks!
Why?
I think this article covers all the bases.

Heya,
it's not as easy as it used to be. The problem is, Microsoft deactivated the Insider App. Without enrolling in the insider programm first, you can't upgrade to preview builds, because those are flight / development signed.

No, not possible.
There's some initial Linux development (See Linux on DeX thread) limited to Ubuntu at present... Like ramer said you'll never get windows on the s4 but one day you may be able to dual boot w Linux and even now you can use Ubuntu within Android
and run windows 10 under qemu?

I haven't seen anyone try that yet. I think that even if the tab s4 had the archetecture needed to run Windows 10, running it in a virtual machine inside Linux inside Android would decrease the user experience to a great degree. For serious work, I would suggest one of the Surface machines.
But as an experiment to run Windows on ARM64 I think it's cool

I think you need to first understand what a ROM is first. But no, there is none
