No developer options in Kit Kat?
EDIT: Found it. For those that don't know, go to settings, about phone, software version, and tap build number 7 times. You will get a message saying "you are now a developer". Go back to your general settings screen and "developer options" will now be listed under Pc connection.

Go to Settings > General > About Phone > Software Information and tap multiple times on the build number entry to enable the developer options menu. It should now appear under the General tab.

I'm on the latest cyanogenmod nightly with superuser integrated. I disabled it and now it's gone from my settings menu so I can't reenable it. help appreciated.
Is the app still installed. Download it from the play store.

I'm having the same problem as OP, need help solving it. Downloading the app from the play store didn't help as CM10.1 has Superuser integrated within it.
Reflash the rom?
figured out how to get the "# Superuser" menu item back...

I just had this same problem - I disabled root via the "# Superuser" sub-menu off settings ..then it disappeared.
...I then also noticed my "{ } Developer options" was gone... (not sure if one led to another or not). Anyhooooo... I re-enabled developer options (via tapping build number a bunch of times) then, inside developer options, turn "on" dev options, then when down to the "Root Access" options, selected then enabled "Apps and ADB".
Tada .. "# Superuser" is back in the main settings menu.
fyi .. I then went back to developer options to turn them off ..as I usually don't have them on unless I'm coding... noticed that the "{ } Developer options" menu item disappeared again. No worries though it reappears if you do go back and tap on build number

To access developer options in 4.3 you need to do the following:
Goto Settings, More, About Device
Got to Build Number and press it several times. This will activate the Developer options.
You'll then see Developer options under System Manager

With the Kitkat update i no longer can find the USB Debugging option necessary for Titanium Backup. Can someone point me in the right direction as to where it is located?
And on a different note, what happened to the "search this forum" window on XDA? It shows at first, but as soon as i enter data, the screen refreshes and the window dissappears.

Thank you. I forgot that i had to do that 9months ago when i first got the phone.
For others, here is the step by step.
Settings > general tab > about phone > software information > then tap "build number" 7 times. You will see a countdown as you tap away. When you are done, a new menu item, "developer options", will appear directly below "pc connection" on the General tab in settings.

When you first get stock 4.4.2 for AT&T SG3, there is no "Developer options" in settings. You have to enable it. Go to Settings ==> "About device" under the More tab ==> then tap on the "build number" box a few times. Each time you tap it, a very brief message will pop up saying something like "entering developer mode in 3 taps" where the 3 is a number that counts down from (maybe 7) until finally developer mode is enabled. Taps after that produce a message "Developer mode has already been turned on". After that, when you back out of "About device" you will see "Developer options" under the more tab.
Another thing that is a little different is attaching to a PC after enabling USB debugging. I didn't notice the first time, but a message will pop up asking if you want to connect to the PC and if you want to do it every time. If you don't answer appropriately, you won't connect. Maybe its been that way a while, I've been stuck at version 4.1.1 until yesterday.
I thought I would just make a note for anyone that has not tried this yet, but it works the same as it does on the phone.
Steps to Enable Developer Options
1. Navigate to Settings
2. Select "About"
3. Press on "Build Number" 10 times
4. You are now a Developer!
