Backup up the enabled/disabled state of receivers and services? - Upgrading, Modifying and Unlocking

There are plenty of apps that offer the ability to disable and re-enable services and receivers of other apps, and I know it's possible to do this via command line through the package manager, but is there any way to make a backup of the state (whether a particular component is enabled or disabled) of the receivers and services of an app? Is there an xml file somewhere or something that keeps track of these states for each app?

SMS remote control apps

Just wondering if there were apps that allowed you to remotely control your phone via texts/SMS?
There are tons of security, location, lost and found apps but they all rely data/wifi being enabled first, which isn't always the case.
I'm not looking for complete control, but "some" would be nice. I've found Cerberus, which is an app that allows you to enable/disable wifi, as well as place calls, receive location, take pictures, all through SMS. Are there any other apps like it?

[Q] Google location service - restricted user profile

I love that the ability to create users and restrict access to various things. However, I can't seem to find a way to enable Google Location Services for a new restricted user. Is this even possible? If so, I'd appreciate guidance.

Secure Launcher

Locked by secure launcher.
Security policies wont allow to open settings, all inbuilt apps are disabled.
Bluetooth, gps, sinc, airplane, hotspot are disabled.
Cannot use adb because debugging is disabled by default.
No apps can access memory. Example, externally installed music player does not show music files, even if present. Even inbuilt gallery dont show any images (that app isnt disabled.
Security policies get applied after boot completes.
How to unlock all these?

after selecting google, it automatically suspended ( reset's to below )
app assistant -> becomes none
voice inout -> basic google recognition
any steps/idea to make google as default app assistant?

First, get rid of hivoice via adb. Then make sure that you have all necessary settings under Google account. Go through it one by one.
Make sure that you have the latest Google app installed. Give it all permissions and check settings.
Do not install any additional assistant app. It's under Google. Set it as a default assistant.
Now go to the Google apk and set under battery usage details App launch manually for all 3 counts.
Finally, go to open apps and lock both settings and google apps as you see on the attached picture (the lock sign is in a void place on the right above the window- push until locked).
Now you'll have your assistant always on when the screen is on if you don't kill it manually.
The Google assistant is not a native app for Chinese phone. Therefore Huawei aggressive app killer kills it after certain inactive time. Basically, locking it prevents that action.

so, you mean the google app has to be running in the background to keep assistant operative.
Exactly. I have it in background and since then it is always operative.

NFC Services always run in background

After deleting several applications, the "NFC Services" service always stays in the background (even without NFC being active)
I have tried to clear data, cache, debloat the application and restore it and nothing seems to work.
Even with activity manager, it forces the background app to close by restricting it and it stays open.
Start the phone in error proof mode and it kept starting, maybe the process got stuck.
I also deleted the data from google play and google services in case it was something related to gpay but it didn't work
The NFC works correctly, but that's it, it stays in the background and it doesn't happen to others.
I have asked friends who did not debloat and in forums with the same phone and it does not happen to them.
Maybe remove some application that controls that? either maybe some application from the debloat list is making a call to the NFC API and that causes it to not close?
you can look at settings, applications, manage applications and in Search you put NFC (maybe it won't come out and you have to enable see hidden applications)
