For anyone who has tried it, can the AT&T M8 bootloader be unlocked by HTCdev or is it blocked by the carrier?

I am on AT&T and unlocked my bootloader via htcdev, flashed twrp, and was rooted in less than 10 min

Bootloader unlock allowed no

Thanks

I think testpoint unlock will work

According to
http://androidflip.com/unlock-xperia-phones-bootloader-without-losing-drm-data-track-id-working/
If it says the Bootloader unlock allowed is NO the bootloader is already unlocked is that right ?
That can't be right because mine is looked to orange and also says 'no' for boot loader unlocking and i have installed a bug fix update OTA and 2.3.4 via pc companion which would both brick a phone with an unlocked boot loader and mine downloaded fine.
Mine said no to unlock bootloader and was locked on o2 but I paid to have the sim unlocked and the bootloader for a small price of a web site, its a 100% safe and also you can still do OTA updates with out a brick.

Use jinx13 on this website, he unlocked my play, he will provide you with all the software you need, he does the unlock remotely using teamviewer, all you need is a paperclip.

No not at all, you don't need to sim unlock your device before you unlock the bootloader. Infact one of the features you get with the paid unlock method is, it will sim unlock your device too. So paying for a sim unlock first is a waste of money.

I looked every were and im sure every unlocking bootloader method was you had to have your sim unlocked first. If I new that I wouldnt of payed and I would of done it my self.

I'm serious, i know there is alot of conflicting information right? But the deal is, factory unlocked phones can use the official bootloader unlock method. Sim locked phones, even if you get the sim unlocked, it does not unlock fastboot, thats why you need the testpoint method, and a sim unlocked device defo isnt required for that, because my device was still locked to o2 when i got my bootloader unlocked.

Ok lol I looked at to much conflicting info then. I knew I should of just tried it. Do you still get OTA updates with out bricking?

If you think you can unlock your bootloader using the unlock method your self then do so but you wont be able to do OTA updates but if you pay you will be able to do OTW updates.

Unlocking Carrier

Hi my friend has my old galaxy s3 and its an ATT one and its still on the old 4.1.2 with the old modem and its unlocked carrier wise so he can use his T-Mobile Sim card. If I update it to 4.3 or the latest modem is it going to still be unlocked/ be able to be unlocked?

Yes it will, an unlock is permanent and cannot be undone. But if you ever want to root or flash a rom, I would not suggest doing this due to the fact that 4.3 makes rooting and flashing roms difficult, not to mention that you will not be able to downgrade.

Only the newest 4.3 OTA will prevent you from unlocking the bootloader, so as long as you can make sure that didn't happen you'll be fine. I switched from the S4 a few weeks ago and bought mine new so it still had 4.2.2 and I had it unlocked soon after.

S-off is for converting your phone to a developer edition or International (by changing the CID / MID and flashing a RUU)
or flashing unsigned firmware and for flashing RUU that are older than your current version.
to get s-off you must already be unlocked and rooted
O.k. so basically I need a computer there's no app,etc that can unlock my m9 correct?I don't have a computer that's why I'm asking. Thanks In advance!!!

S-off is required to update or flash certain parts of the system... but not for custom recovery (TWRP) or custom ROMs. That only requires an unlocked bootloader from HTCDEV.com
For example, once you have a custom ROM, you no longer receive OTA updates. OTA updates not only include the ROM, but also firmware updates as well. Custom ROMs do NOT include firmware updates. (I.E. the latest camera fixes, and updated radios for better signal and improved battery) Developers will often rip the firmware out of the OTAs or RUUs and provide them to be flashed separate and without wiping your device. These are modified (I.E unsigned). Modified, unsigned firmware can not be flashed without S-OFF. I believe To update your firmware without S-Off, you'll need to return to stock with an official RUU and get all the OTAs (if your RUU was not the latest version.) Then flash a custom recovery and your preferred custom ROM again.
Another thing S-Off gives you is the ability to flash firmwares for other regions.. for example I have a developer edition 1.32.617.30 firmware. I can only flash "617" firmwares. I cant flash 1.32.401.17 firmware because the "401" firmwares wont match my CID.. but I can with S-OFF.
Also a word about root.... There is no reason to root your phone if you will flash a custom ROM.. This makes 0 sense since you will root a ROM that you will then proceed to delete. The only reason to Root is if you plan to stick with the stock ROM, or if you want to backup some things that require root before you flash a custom ROM. Root is not required for flashing a ROM.

SunShine is our bootloader unlock/s-off tool for Motorola and HTC phones. We currently support most HTC phones, and Moto X (2013), MotoG (2013) and Droid Maxx/Mini/Ultra on Android 4.4.3 and lower. All modern HTC devices (m9 m7 m8 e8 Mini2 remix dna etc) devices are supported up to 5.0.1, as long as they are rootable.

"as long as they are rootable" means you have to already have the bootloader unlocked Twrp installed and Rooted on the M9
So if I wanted to turn my T-Mobile HTC one m9 into a dev model I just need to unlock the bootlooder and root it.and also get s-off.Is that correct.I thought the dev model had more frequency bands for you can get service in more areas. Is this right or no? Thanks In advance!!!

You don't need root for that. Just S-off.
You can flash the dev edition RUU, but it's not going to disable/enable any bands. That's all hardware. You also lose wifi calling.

OK I never use Wi-Fi calling.so does the dev edition have more or different bands or are the band's the same as the T-Mobile version.so it Is possible to duplicate the dev edition to make my T-Mobile model the same as it. Thanks

Having S-off means you can update the phone firmware (think: bios) without having to wait for a.carrier OTA. This ability is different than unlocking your bootloader which enables you to flash a ROM. Without these two things, the only way to update your phone is to wait for the carrier to get around to it. For example, we who also own M7s already are running LP, while the rest of the AT&T customers wait l.
One thing I would encourage you to do is to READ THE GUIDES THOROUGHLY, because your questions clearly indicate you are not familiar with the process or what you are doing, and one mistake can possibly brick your phone.

Yeah, the dev edition has the exact same hardware as the ATT model. The bands are different. If you want to use the phone on Tmobile, the tmobile version will be the most optimized.
The most you can do is flash the dev edition RUU.
