My phone is an SGH-I747M, I'm currently rooted and running CM11 nightly from last night. TWRP for recovery. Everything has been working fine since I rooted and upgraded a couple days ago. Until suddenly this morning, Hangouts decided that I couldn't send or receive any messages. I can type the SMS or MMS but as soon as I press send, it freezes, closes and tells me "Unfortunately, Hangouts has stopped."
I tried to download a third party SMS app, to no avail. Nothing would verify my phone. I tried to clear the cache. I tried to update to the most recent nightly. Nothing. There was a thread where messages not sending was fixed by turning off an option in Google Voice+. I have Voice+ in my Settings>Apps but I don't have it as an accessible app because I'm in Canada.
I desperately need some help here as I've exhausted all available options. Hoping somebody has some insight for me??
I'm really hoping somebody can help me out on this one.

FIXED!
So I'm not entirely sure what the problem was, I booted in safe mode but it still didn't work. I decided to flash 2.6.3.0 recovery for Canadian phone. I wiped the phone and reinstalled everything, back to CM11 nightly. I was then able to receive texts, and Hangouts finally verified my phone number. All I had to do was update my phone's SMSC back to MTS factory and TADA!! Everything works just fine now.
So this doesn't really answer any questions, but at least it solved my problem.

When I was on 4.0.2 I never had a problem with receiving sms. Now i’m on 4.0.4 stock or custom rom. If I load a stock or custom rom it works for about 20min or a day or 2. Or sometime not at all on a fresh install. If I take my sim card out and put it in my nexus one, then I get all the sms that I didn’t get on the galaxy nexus.
So I thought maybe it was and app I download that was causing the problem. I uninstall the 3 app I install cent I install 4.0.4…still no go. Try this http://wiki.cyanogenmod.com/wiki/SMSC_Updates with no luck. So now I’m back on 4.0.2 and sms is working find and all my apps install. So I know it wasn’t an app that was killing it. Does anyone have any idea? I would like to get back on 4.0.4.

Would the radio from 4.0.2 work on 4.0.4? I was thinking about trying that tonight to see if that would work.
Well…I find my problem with me not receiving SMS. Instead of just deleting the 3 apps I install when I install 4.0.4, I reflash 4.0.4 stock and rooted it and install all my apps. Then I start deleting 2 to 3 apps at a time and rebooting…testing receiving SMS. Got down to 1 app and it was!!!!! (Root Call Blocker)

I recently updated to JellyBean 4.2, fresh install, flashed new Baseband, radio and RIL, and since then my messaging stock app stopped working. Whenever I try to send a message, the SMS delivery fails. I restored back to my last 4.1.2 backup after redoing a fresh factory install of 4.1.2, but still nothing.
I opened the hidden system settings dialing *#*#4636#*#*, and I just tried to change the setting to GMS only, but it wouldn't stick, it always went back to CWDMA.
Any ideas on how to resolve this issue? Help is much appreciated.

Just recently switched from Paranoid Android 3.6 to the latest 2 PAC man nightlies (tried 2 because of this problem), and now I'm unable to make/receive any calls. I get the message "Unfortunately, the process com.android.phone has stopped." This happens as soon as i place a call or accept a call. When this happens, I also lose cell signal and wifi momentarily. I can open the phone and the contacts app with no issue, sync works, and SMS and data connection also works fine. I tried clearing data for contacts storage and phone but that did not help.
Sometimes, the call would go through even when the app closed message pops up. The proximity sensor works and the recipient can hear me and vice versa. The call would go on as normal and a call log entry is made, although the time is wrong (a call i made a few minutes ago is recorded as 2 hours ago. The system time did not change).
I initially didn't wipe data when changing roms, but when this began to happen I went back and wiped system, data and cache and did a full clean install. After that, the phone was working, however as soon as I download apps from the Play store (i didn't restore any data using helium backup) the phone stopped working again. After that, tried safe mode and uninstalling every app, but the phone still doesn't work.
I tried using both the latest PA gapps and the PACman gapps but the issue persists with both. Currently running PACman nightly from 24/6 with PA gapps from 2013-04-27 and AK kernel.
Any help is appreciated.

is a pacman bug
you need to install 22.06 nithly or take the phone apk from it and replace the new one in system/app of the new nightly

Sorry to hear that.
It's time to check if this is a software issue of the custom roms/kernels running on your device, and we do this by returning to stock. If this issue still persists, then I'm afraid your radio has died.
I was running cm-10.2.1 and last night I installed CyanogenMod updates cm-11-20140104-SNAPSHOT-M2 and cm-11-20140210-SNAPSHOT-M3. Several of my apps either quit working or disappeared. When I clicked on Play Store to try and re-install the apps, I got a message of "No Connection". Searched the problem and several people said to delete the Google Account and re-install it. After deleting it, the phone will not let me recreate it. When I click on Add Account and then the Google symbol, nothing happens.
Is there solution to fix this? if not, can I just re-install 10.2.1 and fix it?
My phone is an AT&T SGS3.

Re-flash GApps, that has happened to me before, and this is what fixed it.
As LittlePalmTree stated, sounds like you need to reflash GAPPS. Make sure you grab the one compatible with cm11. cm11 is android 4.4 where as cm10.2 was 4.3 if I am not mistaken.
Thanks for the help. I tried to re-flash the gapps after reading the first reply but before reading the second reply. You guessed it. I did it wrong. The phone would not get past the spinning circle screen. Ended up using CWM to re-flashing the rom stored on my phone and also re-flashing the gapps stored on my phone. So, I'm back to version 10.2.0, but at least my phone is working again. While I would like to update, I'm afraid I will mess my phone up again.

Googled the problem and found a few solutions from the simple - force stop/clear cache - up to full factory resets.
Different things seemed to work for different people.
Tried the force stop/clear cache and check time/date is correct (which causes some people problems.
Then I tried removing my Google account and adding it in again. However, it wouldn't let me do that until I re-flashed GAPPS. Did that and it all works fine now.

I'm fairly new to the Android rooting community, that said I have been jailbroken on iOS since the days of 1.1.2 and have rooting experience with KitKat. I have a Nexus 5X and after rooting, the phone worked fine. I installed TWRP 3.0.2 and Xposed framework, but for some reason I was unable to get Xposed to work. After a week of no issues with the phone, the Play Store stopped working, and Hangouts failed to send messages. I could send SMS via Messenger app and would receive the replies in Hangouts. I did a factory reset, and now I am unable to do anything. I cannot login to my google account, use the play store. Whenever I do anything I get a message that says:
Couldn't sign in
There was a problem communicating with the google servers.
Try again later.
I've searched the web and the forums for issues like this and can't find anything. I would really appreciate the help. It may be a simple mistake that I made as I am not fully aware of how the Android filesystem works.
Also when I check for updates, it stays that the last time it checked was: 12/31/1969. My clock is set correctly and I am connected to Wifi.
Wow!!! What ROM and gapps are you running?
I haven't seen this since my LG G2 a couple years ago. Hop in date and time in your settings and turn off automatic date and time and manually add it... Unless you're saying its right there.
I would try going to TWRP and wiping.
Wipe/advanced and then check every box except for internal storage. Then hit home and go back to install, choose ROM then gapps then vendor.
Xposed has to be installed as a zip from recovery before you can install/use the apk (in 6.0.1 anyway-use arm64).

Unfortunately I can't use data either since I am unable to activate my project Fi service (since I am not able to make any data connection).
I've resolved this by wiping and installing PureNexus. No idea what was going on with the factory ROM though.

Any chance you changed your Google account password around the time you reset the phone? I think there is some lockout mechanism if they detect password change then factory reset. I believe it is something like 72hour hold.
