I own a new S4 mini i9195 with original rom (4.2.2). Not rooted.
I try to add some widget on the home screen, so I go to: Settings > My device > Lock screen but I can't enable widgets (it is gray and can't be accessible).
No security enforced others than the swipe screen to unlock.
Please help,

Bug report:
If you add in "Quick setting panel" a "lock screen" tile then turn it OFF and reboot your device - your Homescreen button (BOTH in Pie or Standart interface) will not work. Also you will not be able to enter your PIN code - so no registration in GSM! No other glitches were spotted.
So all you need is just turn ON "lock screen" tile before or after rebooting (if you already met the bug) and - voilà - you'll be asked to enter you PIN, also homescreen button will work again.
So I am using Paranoid android 3 + franco kernel and Nova launcher - and I like it very much! This is not the problem of launcher - maybe kernel involved?

But I had the same problem with default rom before.
I want to use only a custom lockscreen application (named "Lock Master"), but when I receive a notification like "sms, cm security, etc ..." the default marshmallow lockscreen comes after "Lock Master" to display them. I already go in "Settings -> Security -> Screen Lock", and set it to "None" to completely bypass the lockscreen, but even if I don't see it anymore when I lock my phone, it come again if I receive a notification. And in "Settings -> Security", I can't "Clear Credentials" because it is already grey.
