You might be referring to Play Store
Got to Settings>Apps>All then look and tap Google Play Services

There are some locations that aren't available for google maps, so it doesn't show up in the play store, like Chile. (my country)
Why can't I download offline map? It always says failed. Philippine area.

Our country is not supported by Google maps. That's why you can't see it on market nor download offline maps.

Offline maps is not a new feature. In the previous version offline maps was available, too, in the labs section.
The only remarkable difference that I see in this version is, that it starts by boot automatically two processes of about 13 MB RAM. The previous version did not start anything until it was started itself.
This is why I will unintall this version and reinstall the previous.
EDIT: ok, now I notices that there is a difference between offline saving the maps in cache and saving it locally.

Maps 6.9 is Latest Stable Release!
Thanks for this! Really saved me prior to road-trip. Google Maps 6.10 is bad business.
Doesn't work.. File won't install..

Version 6.9.0 still the best. v6.10. and above is crap.. v6.12.0 even eliminates the Latitude shortcut from apps list

What's New?
I've looked through it, and from what I can tell, it has some sort of additions related to the new functionality for restricting user access to Google Play. I suspect this is used in multi-user situations, where the primary user doesn't want secondary ones to be able to install things, but I haven't been able to confirm it just yet on the Nexus 7. Maybe there is a new menu that shows up in Android 4.3...
Another theory proposed by commenter Markus is that it's possible that this new functionality is meant for restricting Play Store's usage on devices that aren't licensed to use it and don't come with it pre-installed, which would... suck, though I don't see how Google could enforce it.
There is a new Activity called com.google.android.finsky.activities.AccessRestrictedActivity and this related new string:
<string name="limited_user_text">"You don't have permission to use Google Play Store."</string>
That's about it based on a quick teardown but if you notice anything else, please drop us a line below.

I think it is but I don't know the difference if you install other than #38 for SGW.
To check:
Manage apps> all or downloaded> look and tap Google Play Services 5.0.88 (1297476-038) (38 is the one ur using)

If I not make a mistake, the diffence between #38 and #34 or anyone else is in the density. The number indicates for which DPI density the application was made.
Now I'm using #34 without problems.

I'm facing many new wakelocks with newest update like GCM_CONN_ALARM,
GCM_CONN etc. My device now is constantly awake? Has anyone else same problem?

Thanks man. I been on the 1307510-034 version and yesterday play services killed my battery on my m8 in 9 hours lol. Play services "kept the device awake" for more than 5 of those hours. Downloading and installing this now. Hopefully this'll fix my issue.

It is still draining my HTC ONE M8 battery. It is about 30% of consumption when screen is off.
Disabling the GPS it decrease to 17%.
Any suggestions ?

It happened when I upgraded to 10. When into Play app and found the Google app and selected uninstall. It asks whether you want to uninstall updates. Evidently, can't be fully removed? Selected yes, and now all is well.
