wipe - deletes everything on internal storage preserving partition structure
format - recreates internal storage partition from scratch so to say
Usually wipe is more safe, format might end up with corrupt partition structure if something goes wrong
And NO, you cannot flash ROM after wipe/format unless ROM zip is on your external storage.

I forgot to mention im using twrp 2.6.3.2 not the latest version. Sometimes i wonder if that's causing the boot loop at very first logo.

Update your recovery, flash the ROM and see this for fixing bootloop. Wiping internal storage wont help.
Use adb to push all files needed to /sdcard and have them available for flashing in recovery.

I decided to go back to stock using this method how to unbrick unroot NOTE 3 I was able to enable unlimited native tethering and rerooted and install this amazing program Xposed framework (you can record calls an many many more tweaks. I don't really need a custom rom, i mainly wanted unlimited tethering that's all. I also have Next launcher 3D NEXT laucher 3D is SICK. I don't need anything esle. That launcher is a major GO.

hello guys, when i did this method (flashing the rom) and worked fine but when i turned on my phone and get it into recovery mode (purple led) , Its not on CWM but in TeamWinrecovery, (i know that i have CWM installed and tried cwm recovery before any flashing) Sooo, i wipe data/ dalvik etc then installed CM10 and GAPPS, and reboot, now im stuck on the cyanogen logo, i kept on rebooting it and doing the same procedure (wipe data/dalvik, install cm10 gapps) same results. Stuck on cyanogenmod logo but the circle thing is still moving, I havent tried waiting for one hour or two on that cyanogenmod boot logo. Should i really flash any roms using CWM? how do i install CWM without the phone turning on? pls help
Update: Left it on cyanogenmod logo last night and i think my phone is now on low battery status, What should i do?

after formatting the system, wipe cache/data/dalvik, should i install gapps and cm10?
I woke up this morning to find that I had a system software update. I thought it might be the new 4.3 update that's been getting pushed out so I select to install the update. After the phone turned off to reboot, my CWM recovery screen popped up and stayed there. I recieved a message telling me that the update failed to complete and now I'm stuck in this never-ending loop. I've wiped the Delvik cache, I've done a factory reset/wipe cache and have rebooted the system multiple times. Does anyone know what I should do? Anyone else had this problem? I've heard that Nexus users are experiencing issues with the new update.

It might be CWM that's causing the update issue.
Press and hold the Power button for 20 sec. That should turn it off. If it still loops, turn it off again, try to get into recovery or download mode. If recovery, flash a stock Rom. If download, well you know.

I tried what you suggested but still not getting anywhere. I'm pretty new to rooting and recoveries, so not sure what I'm doing wrong. The only screen I get is what reads 'CWM-based Recovery v6.0.1.5'. I'm not positive that I have a download mode either. The options I have are as follows:
-reboot system now
-install zip from sdcard
-install zip from sideload
-wipe data/factory reset
-wipe cache partition
-backup and restore
-mounts and storage
-advanced
Any ideas?

If you have a backup on your SD you could restore. If you have a ROM, install it. Make sure to wipe /system, /cache, /dalvic, and /system. I'm not sure about CWM, but the wipe system might be in mounts and storage, or advanced.
If you have nothing on your SD, you'll need to sideload a stock ROM. Get the odexed or deodexed roms.
If nothing works go to the teeny bin thread, under Additional info will show you how LGNPST.

Everytime I choose RESTORE, the device seems to respond but throws me back at the initial screen. When I select "reboot system now" I never actually exit CWM-Recovery. That's the part I don't understand. Sorry if this is confusing, I know you're being helpful.

OK. If restore won't work, then try installing a stock ROM. If not on your SD then use that "install zip sideload. " Your other options are to use teenybins or zvb/zvc.bins through LGNPST.

If you have adb setup on your computer you can search for my post on using dd to remove the flag in misc. I don't remember the needed offsets off the top of my head.

same thing happening to me, except it happened after flashing the new version of cwr. I want to and use lgnpst and teenybin to restore, but i can't seem to find the lgs970 dll file anywhere; the lgnpst link in the thread tells me the file to download is missing

What is the entire process you are doing?
Are you wiping the system partition then installing a different ROm, without wiping data?
If so that explains it. The wallpaper is user data. So if you, for example, wipe the system parition of CM10 and install SlimBean which is based on CM10, the system will still look for the wallpaper in the same place. It will find your previous user data, and the wallpaper you had before will show up again.
However...don't do that. You're begging for problems. Not 'bricked phone' problems. But force closes and other settings conflicts from where the 2 roms arent' perfectly compatible.
This is my process for flashing a new rom
Step 1 reboot into recovery
Step 2 wipe system data
Step 3 wipe cache
Step 4 wipe dalvik
Step 5 format system
Step 6 flash rom
Am I doing it all wrong?

That's pretty strange. What recovery? Maybe try a different recovery or ODIN back to stock and start "fresh".
Not GS4 related but on my old GS2, TWRP would not wipe no matter what I did till I use a Superwipe script.
If you formatted your internal SD card, you shouldn't have any problems. What is the wallpaper that you see on both ROMs? Is it a wallpaper you downloaded? If so, where is it located? What recovery are you using? All this information should have been mentioned in your original post.

Sorry I know better and should have posted in my op I was on the latest cwm then I went to the latest twrp to see if that changed anything and I downloaded the wallpaper off of zedge and set it as my home screen through zedge... im not sure where the wallpaper will be located perhaps my extsd

Zedge saves to /sdcard/zedge. Backup your wallpaper to external, then (using CWM or Philz)
wipe data/factory reset
wipe cache
format system
format sd card
wipe dalvik cache
Then flash your ROM. Backup anything you want to save on internal SD to external SD prior to formatting sdcard.

Unless you mean the data partition when you say 'system data'.
Do this...

If the old wallpaper is sitll there then you've got a phone that's possessed by a poltergeist. Call the Ghostbusters.
Even with that Zedge app that you used to install your wallpaper, that shouldn't be showing up on first boot of a new ROM becaus ethe new ROM won't be looking for the Zedge app data until you install that app.

Ok so I realized whats giving me the same wallpaper.... I feel so stupid but I figured it out....... google backup. When I didnt sign in no punisher re-wiped then flashed. Then sign in... punisher shows up

As mentioned in many posts, usually I make backup before flashing any rom. With Philz 5.15, I was able to make backup of DN3 version 1, 2 and 3. Problem started after installation of DN3 version 3.1. Whenever I try to make backup in Philz, it simply doesn't make any backup and goes to usual menu. I have still 15 Gb space in ext SD card and 6 Gb in phone memory. Any sugesstions?
To elaborate further, problem started when during installation of DN3 v3.1, option of full wipe in aroma was enabled. This led to phone being stuck in Samsung logo boot loop. With difficulty came out of this boot loop. Then found that cannot make backup either via philz or rom manager etc
Even tried TWRP flashing and it also gave following error message
E: error opening /data/data/com.android.settings
E: Error :too many open files
Ok problem sorted after trial and error technique. Problem was that with each flashing, lot of application data remained in data partition despite usual wipes ands even factory resets. So after formating internal drive and re flashing was able to make back up with twrp

so that whenever i want ... i can recover it in two minutes
with all my settings

Yes you can , open phone in recovery mode, philz menu will be open, go to back up and back whole system on ext sd card. That's it.

OK so recently I formatted my data on internal memory and when I went to reboot my phone it wouldn't go past the galaxy s4 screen! So I reboot into recovery and tried wiping cache and dalvick but nothing worked to get me past the s4 screen so I rebooted back into recovery and did a clean flash of the I'm using and everything seemed ok got my phone all setup again but when I try to just do a simple reboot it still won't go past the s4 screen?!? The only thing that fixes it is clean flashing my ROM again I'm not sure what is going on but I would just like to be able to reboot my phone! Any help would be great!!

If this is the case, using Odin to restore to complete stock should fix it as it will include teh pit file that restores the partitions.

Yea its weird the only way I'm able to Reboot my phone is I have to boot into recovery then wipe cache and it'll reboot fine but at the moment i don't have a computer to fix it so I just gotta deal with it and also the only way to flash a new ROM is by formatting internal SD again and clean flashing to get it to flash right
