currently the app ops feature doesnt exist in stock rom. i already rooted my tablet and used alternative apps like "App Ops Starter" and "App Ops 4.3 / 4.4 KitKat". both apps failed... the security-menu has the same options
any idea how to get this option?

You can use init.d script if your rom supports init.d. If not there are several apps on the market such as autostart root, tasker, llama, and probably others.

I'm looking for some option to enable all of my installed apps in the new multiwindow on android 4.3 without using xposed module, as it makes the phone laggy.
I know there have been some mods for android 4.1.2 but are there some for 4.3?
Maybe You know some method to make this mod myself for the ROM I'm currently using (not making it for every app)?

Could someone please post a guide on how to enable all the weather animations on lockscreen in lollipop?
All the guide currently available are old and for kitkat roms and all the files are removed.
Also found a guide which required decompiling the apk which after searching google and downloading apk studio app i could not load any apk in it.
I know there are modified roms like chupachups that have this feature but it would be nice to be able to get it on any stock lollipop rom.
So if anyone could post a guide/apk/flashable it would be appreciated by many im sure.

can't speak for its use or even if it's what you're looking for, but i know G3 TweaksBox has an option under Lockscreen settings to 'Enable all Lockscreen Weather Effects'.
Only catch is you need xposed. and to get xposed (on LP) you need custom recovery. I know there are some issues w/ xposed and stock weather apps though. I don't really know - i freeze every app i dont use

This is an urgently required answer. Is there any app that gives fake permission to an app just so it can start? I have a rooted 5T and need to use an app for work but it wont work unless i allow it to use everything.
The app which is needs the permissions need to request it. You can't give permissions to another app from an app
There are apps which do exactly that. But the only one which I can remember is "X Privacy" which uses the Xposed Framework to feed fake data to selected apps.
However, the problem is that Xposed Framework currently only supports Android SDK 27 (Android 8.1) and it is not known when or even if the developer will add support for Android 9. Hope the answer is still useful to you, though.
