You can change ROM's as you wish, its the bootloader you need to be concerned with. If you are on the MJB bootloader best not to try and downgrade.

If you want the most stock looking rom, its cleamrom ace or the 7105 Ultimate rom that you want to go with.
Both great roms.
Theres a stock rom rooted with nothing else look in android development

flash the at and t specific cleanrom at scottsrom.com or flash the all carrier edition 4.7. Either one will work for you
You can be stock rooted and use custom recovery and then flash a debloater zip without even switching roms you can find the zip here in xda for the note 2

Negative. You'd need the corresponding 4.3 kernel; whether it's AOSP or TouchWiz.

Yes you can. Post 3 here has an explanation from a dev. http://forum.xda-developers.com/showthread.php?t=2558311
You MUST be sure that the ROM you are flashing does not contain a bootloader.
Hello there.
I'm hoping someone will help me. I'm trying to downgrade the android version on my T999 from 4.1.2 To 4.1.1 please help.

If you never did the 4.3 official update then you can just Odin to 4.1.1, or if you have custom recovery you can flash a 4.1.1 ROM as well.. Pretty sure there's threads on this subject

I suggest ShinySide or Fenny package. They are less likely to contain bugs.
