I've done several Google searches on this topic as well as focused searches on the CM and XDA forums; I figured it was time to just ask the question myself.
So I noticed that Wifi Calling started missing in in the CM7 nightlies sometime after #21. I ran across someone from the CM forums who saw theirs returned after his upgrade from #28->#30 (which I did not see on mine even after a full wipe).
Is there a setting or condition on my phone that prevents me from seeing/activating this feature?

I've been running CM7 since build number 0 and now I'm on build 31, I have flash every nightly released and have always had wifi calling on every single build.

So I did a clean install of #21, which had wifi calling, but when I upgraded to 22, it was gone. Might anyone else know what I can do to install?

When you are upgrading, what are you wiping? You only need to wipe cache.

I've tried multiple things: cache wipes, no wipes, "clean" installs, manually formatting each mount point. None of that matters for me. Wifi calling only shows up in builds up-to-and-including 21; after that, it just vanishes.

As i installed the CM 7.0.0-RC1 with Nightly version 2. and i found the same thing means WIFI is not working but when i press the power button and found the option REBOOT and select this option and then again i select the option REBOOT, Phone rebooted and then turn on wifi and it started working. so all you have to do is to Reboot the phone as i said. you will hopefully find your WIFI option working.

Yes, it is well known that a first reboot is required to get WiFi working on CM7 right now. OP's question, however, is about the missing WiFi calling application.
OP, that's very interesting that it won't show up. So if you do a clean full wipe and install of something like RC1 or higher, you still don't get WiFi calling? Mine has been in there on every build... hmm..
I did'nt Wipe the Cache , I did the reset factory settings option. and install the CM7.0.0-RC1 with nightly version 2. and after done i found the wifi option is not working.
as i told when i rebooted the phone and i found the wifi option working.
Do you have a g2 or a desire z? I am looking at the changelog right now and it says that wifi calling is only installed on the g2. I'm assuming that you have a g2 since you are asking about it, but just throwing my 2 cents.
Maybe the rom is thinking that you are running a Z instead of a G2. Idk. It might help. More than likely not, but it's worth saying IMO.

I know what you are saying . but i tried everything after that i said so that wifi calling is working. as you find the WIFI connection then go the wifi calling app and then enable it and connect to tmobile network so that you can use it. but if you are in such area where Tmobile network's service is bad then might there be a chances to have no connection with wifi calling even if you have connected to wifi network (Internet)

now i am store working and i have a wifi at my job too. so i connect there carefully once again and checked everything and when i open to the wifi calling app and connect to T-Mobile Network for wifi calling i see after connecting to Tmobile via wifi radio signals turn to zero and when i disconnect it singals first had a 'x' on it and then they turn green. so make sure you are using the tmobile network then you will be able to use wifi option.
I am having major radio issues. I am using latest cyanogenmod nightly(10.2) but this issue is also present with slimkat and cyanogenmod 10.1 RC so it's not specific to cyanogenmod 10.2. This effects both wifi and 3g. I have attempted several reflashes with clearing cache and formatting data partition.
I would get a good signal status icon(and it's blue in cyanogenmod, i know when it's gray it doesn't have connectivity) but I keep getting no connection messages on anything that uses internet connectivity. Sometimes I can put it into airplane mode and off again and it would restore connection. other times when attempting to put it into airplane mode it gets stuck in airplane mode and the option is disabled to get it back out. Not sure if it ever finishes getting into airplane mode or not. Restarting the phone fixes the issue. Toggling wifi does nothing.
Anyone have any idea what's going on?
Are you on the latest Radios? If you are not, flash it. If you are, flash a different one.

Periodically I would not receive texts or calls if I leave my settings on GSM/WCDMA/LTE, enabling Data would restore functionality but it shouldn't be necessary for those lower level services.
I had this issue on the last few builds of official CM10.2 and continues on the CM11 nightlies.
Manually switching to WCDMA preferred fixes issues but only H+ service and it's a nuisance to switch each time. LTE quick settings button has been broken in CM11 since it started. Thought I'll ask if anyone's experiences a similar problem and has a fix.
Currently on the MK2 modem, switched last week to try and see if that was the issue from previous one. I've checked the APN and it looks fine to me, I know I've seen a few variations for T-Mobile, maybe there's a better one.

I've recently seen this happen in cm11 when I'm in certain areas, where before updating to the newest nightly, I would get great signal and still send/receive calls/text. Now for it to work properly I would need to switch from 'lte/gsm/wcdma' to 'gsm /wcdma auto' mobile network.
I have been using Beanstalk 4.4.4 for E980 for quite a while and my phone has been hehaving well. But lately I can't make or receive any phone calls if my network is on LTE. I know that voice is on 3G (HSPA) but when I am on LTE and I make a phone call, the signal switches to H and then it disconnects after I hear one ring. Also, when I receive a call and I am on LTE, once I hit answer, the call disconnects. I then did factory reset and also flashed other CM11 based roms such as Vanir and Blissstalk and the issue persists. I searched on the web and it seems to be an issue with CM11 users with ATT such as Nexus 5 and one plus one users. The rumor is that ATT is experimenting VoLTE in the northeast area (I live in NYC) and that there is a problem in CM11 in that situation. My wife's S4 doesn't have this problem with touchwiz version of kitkat. I can fix this problem by choosing 3G as my preferred network but then I lose LTE speed in data.
So are there any other people experiencing the same problem? Is there a CM fix that I could flash to avoid this problem?

You try changing preferred network to 3G from LTE, and maybe that should fix the issue.
I'm using e980 with CM11 snapshot m11, and starts about a month ago, my phone starting to loose the connection to the mobile network regularly. It happens when ever I reboot the phone, and I have to reboot the phone 2-3 times before it's able to connect again. I switch to the cm11 nightly 3 days ago, as of right now I have been able to connect to the mobile network each time I reboot my device. I saw a few complaints regarding this issue on the cyanogenmod forum. Just thought I share the problem.
A friend of mine is suffering from the nasty bug where if you have a sim card in slot 1 and have it set to the standard "3g preferred" setting, the device randomly looses the connection to the network.
I want to help her fix this by flashing a new rom or updating the existing stock MIUI.
Can anybody tell me if this bug is already fixed in the current OTA update?
Or if this bug is also present in AOSP derived roms?

Never face such a bug.. but maybe you can install stock miui 6, it has the latest baseband radio.

I'm suffering the same kind of unstable network connection. I had the problem since my carrier activated the 4g connection in my zone. I'm running miui 7 and I have the same issue.
It seems that in some networks, can't download correctly network speed from h+ to h or 3g. I have found a possible solution but it only works only on miui 5.
I use connection stabilizer to improve quality but it is not a real solution. I'm considering change Rom to any other available if this change
