SemcPhone Patcher is a Xposed module which
1) disables Data off notification
2) disables Data charge warnings when you enable data
3) Enables call recording
4) Show "Use only 3g network" in data settings
5)Show all network mode in data settings

I think you're looking for ExpandableVolume (xposed), and GravityBox (xposed) also includes it and many more modifications for your device.

Use xposed framework choose status bar tweaks, then ongoing notification blocker. Check the box. Reboot. Profit.
I assume you're using the ongoing notification blocker in the GravityBox module, that's what it looks like anyway. I don't remember if that will block all of the notifications from the Play Store (app updates available, downloading, installed) or not. Another option would be to disable a couple services. It does require root and a paid app but it's what I've been using on my N5 and N7. I'll probably update when 5.1 rolls around. Maybe.

Welp.. got bored ofwaiting for an answer and just went ahead and installed DVDandroid's Xpsoed app. Didn't even had to download the framework on PC. There is an option in the app to download systemless, and other versions, and it flashed automatically.

tested on LiR, should work on all GSI ROMs (if I'm not mistaken )
1. Install apk "SetEdit - Settings database editor"
2. Open app. and tap on System
3. Tap + Add new setting at the top.
4. Key in :
hw_networkmode_preference
5. Tap Save.
6. In Edit setting, key in 9,6,2,1,11
7. Tap Save changes
8. Restart the phone.
Don’t uninstall this app if you want the setting to be permanent on your phone.
