Extract boot.img from ROM zip and flash it in fastboot.
Flash 4EXT Recovery instead, it should fix it

I'm unable to restore the backed up stock rom, 2 months back before flashing a custom rom I made backup of my stock ROM (GB sense 3.0) via cwm and now for some reason I want to restore stock, but when I restore it, the device bootloops simply stucks at htc logo and then restarts and goes back into recovery, i even wiped every thing before restore, but ntg works and I I can't flash ruu , as my device is imported from some other country, so don't know from where the dealear got the phone, please help
is it because of the change in the version of cwm? because later I flashed the new touch cwm, this problem is only while I try to restore backed up stock, when I flash a custom ROM then there is no issue, custom ROM boot up properly.
Hey, i have the exact same problem. I was told that it was to do with recovery not being able to restore the kernel scince im s-on. Dont know what you are on, but i had the exact same symptoms. The only way out is to find the right RUU, from wich country did the phone come?

I have s-off, I even tried flashing the boot.IMG if back up but it fails to flash via PC with fast boot command and I guess eng-soff is needed to flash boot.IMG via PC,, and I guess my phone has come from Norway,,i hope there is any cwm flashable stock available....
No s-off is needed to flash using fastboot. You just neet to be in thw fastboot part of you bootloader. Maybe that will work.

If you have unlocked your bootloader then you have to flash a custom recovery so you do fastboot flash recovery recovery.img,
then you go into recovery and flash the superSU.zip
that's how to root
if you want a custom rom, download it's zip file and extract only the boot.img...
Now move the unmodified zip to your phone and leave a copy of the boot.img on your pc...
now go intro fastboot mode and do fastboot flash boot boot.img,
now reboot into recovery and install the zip with the new rom, reboot, done.
so i have the desire hd and i love the phone a lot but not the os too much. so heres the deal i tryed installing cyanogenmod.I unlocked the bootloader left the s-on and installed custom recovery via fastboot without a problem. next thing is I installed 3 recoverys non touch everyone different but when i install zip file with the rom it gets stuck every time on boot screen. the thing is i tried cyanogen 7.2.0 9 and 10.1 non of them worked and got stuck right on after it at the htc green logo,. whats the problem i pulled out the battery tried with only usb nothing worked. then i got scared that it isnt bricked dowloaded the original stock rooted rom as it was and installed through the same recovery .then it worked without a problem not even a glitch . i dont get it .im confused. apologies to the admin if it isnt in the right section.
my android version is 2.3.5 withe sense 3.0 and thats it . cant figure whats the problem . i flashed ducent of phones from symbian to iphone and even java based phones and even few htc ., but never had that boot loop problem., anyone please help

No, flash ROM from custom recovery first, then the boot.img from fastboot. Use a custom, not stock, recovery (CWM, 4ext, or TWRP).

I have no idea what you're trying to say. What recoveries have you tried to flash? How have you tried to flash them? How are you trying to flash the ROM? What is "cyan," ClockworkMod (CWM) or CyanogenMod (CM)? What is a "stock recovery .boot img"? You can't flash anything from the stock recovery. You can't flash the stock ROM's boot.img with a custom ROM. Recoveries do not have boot.imgs that you need to worry about. I am saying that you need to have a custom recovery, like CWM, 4ext, or TWRP, installed. You do that through "fastboot flash recovery recovery.img." You then need to download a ROM zip, boot into recovery with power and volume-down, factory reset, and install the ROM. You then need to extract the boot.img from the ROM zip you just flashed and flash it from the computer with "fastboot flash boot boot.img."

yes flashing a rom for the one xl is the same as flashing a rom which is intended for a samsung or sony phone, it's a completely different phone so won't work!
firstly you need a different recovery, get philz touch recovery and flash it, that will solve the touchscreen problem.
Now do a full wipe from recovery, data, system, cache and sdcard.
load another rom onto sdcard.
flash the boot.img from the rom and then do the command "fastboot erase cache". This is very important and may possibly be why magio wouldn't boot
now flash the rom and enjoy.

Now your device restored 4.1.1 rom ? If so flash Philz_Touch recovery then install the OTA.zip via recovery, after that flash boot.img from OTA, then fastboot erase cache > reboot.
