Ive seen a few threads about this, as well as several on the TMo boards and other boards about people not being able to send or receive MMS over wifi after the ICS update. I also had this issue and called TMo. I spoke to their 2nd level support, and the solution per Samsung is first send a picture to yourself via gmail (the gmail acct associated with your phone) while on wifi. After you receive it, you should be able to send and recieve MMS over wifi from there on out.
It worked for me, so I thought Id share with you. I cant speak for custom ROMS as Im on stock rooted.
edit: the symptoms I was having was I would send an MMS, and it would sit at sending. If I received an MMS, I got the notification of a new text with a download button. Hit that, and it sits at download. FYI I just checked my wifes SGS2 and she's on Darkside 2.7 and had the same issue. I perfomed the fix above, and now it works. So it appears this fixes the problem on GB as well.
Do you send the picture to yourself through a computer to gmail? Or using the phone to yourself?

While connected to wifi, from the phone, via gmail acct registered to my phone, sent to the same gmail acct.

yeah, i just tried the same thing and nothing happened, however, mine won't even switch to 4g to send/receive mms
Damn sorry guys...apparently its the Samsung fix and it worked on mine and my wifes phone...

Sorry after the reboot, it didn't switch to 4g anymore..
For people who have 4g turn on just turn off mobile data in settings then do it

Attempt 1: enable wifi and wifi calling. Send email. Email did not send.
Attempt 2: enable wifi only. Send email. Did not resovle issue.
Attempt 3: enable wifi and wifi calling, disable data network. Send email. reboot. Test MMS. Works. Enable data network. Tes MMS again. Problem Fixed.

So just to make sure, do you send the email to your Gmail address through the messaging app or through the Gmail app? I would love to get my MMS working with the ICS update.
I have tried this several times, doesn't work for me. Any other suggestions?
It might be different for me as well because I am using Straight Talk (on tmobile network) but even if i enable WIFI Calling, it won't work and just shows error.

I got this to work. I repeated #3.
When sending the email, use the messaging app.

So now mms IS working for the stock MMS app...but is there a way for it to work via Go SMS, etc??

I have the same issue. For me at least the issue seems to be tied to GOSMS, i tried using HandcentSMS and it worked fine over wifi.
This used to work before flashing the 11272013 NIGHTLY from Cyanogenmod 4.3, any reason why this stopped working?
Can you clarify? Are you saying that when you send an MMS message, your data should be turningon automatically and right now it's not?
I'm not sure it ever worked that way? Pretty sure if wifi and data are off....nothing except SMS and voice calls will get through.

Actually in CM10.1 you could have data and WiFi off and MMS would still send and receive data would turn on to send MMS and immediately turn back off

Am I the only person experiencing MMS problems? I have always had MMS problems, pictures won't download, MMS won't send. I have been running mostly CM or other custom roms on my S4 for several years. I attributed my problems to the custom roms, maybe APN problems. I have been running stock OE2 for a couple days on my S6, and have already had similar MMS problems. Is this just the way it is on Sprint or do I have a fundamental problem with the app I am using? I have been using Hangouts. Is there something better or is this the best I can expect? All my family members have iPhones and never have any MMS problems. Not going there, but I am pretty feed up with Sprint, android, or Hangups MMS problems.

For some reason both of these apps are determined to use mobile data to send MMs. This often times flat out doesn't work and you end up with MMS messages not coming through. Even when you are connected to wifi it will still try and send the MMS over mobile data.
However if you use the stock samsungs stock messaging app MMS sends MMS over wifi and is much better at sending and receiving over mobile data.
I am not sure why this is happening. Probably something with APNs. If anyone has any suggestions on how to make googles messaging apps work well with MMS let us know !

@balistic2 thanks. I really like Hangouts, but don't like the MMS issue. I am going to switch to stock Samsung for awhile to see if it is any better.
Ya hangouts is great b/c is puts all your gchats and text into one conversation. However when I get an MMS it is awful.

Not if it is a hangouts issue. No problems so far on stock messenger, but too early to tell.
Ya something in Hangouts/Google Messenger doesn't use the correct APNs. To try it yourself get on wifi. Send an MMS with the samsung stock messaging app. Watch to see if your mobile data becomes active. (it shouldn't b/c you are on wifi). Now do the same thing with hangouts/Google Messenger while on wifi. Does your mobile data turn on when trying to send a MMS via a google app?

I had the same issues as every one with not being able to send or receive mms.Believe me when i say i tried everything out there to no avail
My solution/problem was a very easy fix (after weeks of trial and error)Go to settings then data usage then turn mobile data on
you should see a graph with your usage.All you do is adjust your data usage to say 9 gig or something high and that is it
What i can gather why this works is because if your data is set at say 2 gig it restricts what can be downloaded ie mms

Been using Textra for a long time... It is probably the best app out there.

I can't send mms using Google messenger whilst I'm connected to wifi. I can receive no problem however. In order to send I must turn wifi off. Bit of a pain...
Edit: works perfect using stock messaging app.
Anyone else notice this?
Note: I know I can't use wifi to send or receive. That's not an issue.
Some mms apps are not smart enough to switch to cell data to authenticate. See if there is a setting to send via cell

No such setting. Also, stock messaging app has no issues..
OK Nexus 5x users. I have searched the web, I've searched the forum, I've searched everywhere I possibly can think of and still can't find a solution. I am on AT&T. I had an iPhone 6s before I bought my Nexus 5x, But from day one I'm not able to receive MMS messages consistently. Everything over 160 characters I don't get. I've tried everything I possibly can find, to no avail. I've messed with APN's, I don't have push bullet installed, I don't have any other text messaging app installed. I still have my iPhone 6s, and I've gone in and disabled face time as well as iMessage and iCloud, so on and so on and so on. I've even tried multiple text messaging apps just to see if that would help. I've installed two different operating systems, however both of them are based on 6.0 .1. For what ever reason no matter what I try no matter what I mess with I can't get any text message that are 161 characters or more to come through. When I reset phone to stock, I can get them to come through for about one minute and then I no longer can get them. I don't install any other apps and they just stop coming through. If I put my Sim card back in the iPhone 6s and make a few texts and then disable iMessage and FaceTime and iCloud again, I can get MMS messages for about one minute and then they stop coming through again. I can send MMS messages just fine I just can't receive them. I see multiple posts on the Internet about this issue with marshmallow. It seems like everybody is able to solve it, "but me". Does anybody on this forum have any idea what I can do to solve this issue?

I was having mms issues in verizon. Incoming Mms were delayed for days. None of the recommended apn settings helped, switching between messenger and hangouts saw no change, turning wifi on and off, etc.
I set the apn to restore defaults and now it seems to work, when mobile data is on. Doesnt work when just wifi is on.
Question, is mms over wifi even a feature on Verizon? My Galaxy S4 did not send or receive mms if mobile data was off, one annoying feature because I usually just leave wifi on when home.
But then through some verizon update i could send and receive mms with mobile data disabled, I think it would switch mobile data on momentarily when an mms was incoming or outgoing.
So is there a way to get mms to work with mobile data off on the 5X on verizon?

My 5X does not send mms with mobile data turned off. My S3 was exactly the save before this phone. I'm on Verizon, stock rooted with Ex kernel installed. This didn't work on stock OOTB either. I get notifications if I receive mms and I just turn on my data at that point to download them, if it isn't enabled.

Since you are coming from the iPhone...I wonder if you have to de-register your number from imessages server?
