i already do that and it isnt updating
Just root and install to system/app the latest Play Store apk (with proper permissions)then install Google Play Services.

If a rom is deodexed... When you download and install app, whether it be through the play store or manual apk, does the system install it deodexed?
Or can it create an incompatibility issue?

When Rom is deodexed that means all the system apps are deodexed. Play store will not have odex apks. So you are fine. & you can still install apks & .odex meaning odexed apps.

I'm trying to update my hangouts to 2.0 from Google play and it won't update to the latest version. I've cleared data and cache and still status in 1.2

I have the same problem. I think it has something to do with the rom and the GAPPS that was downloaded with the ROM. For example: I have AOKP 10/31/13 release and the GAPPS for that. The GAPPS are themed black so there is some sort of difference in the app and the one on the Play Store so it doesn't want to update.
Someone else shed some more info on this.
It is because the version you are using is from the gapps you installed. Uninstall that version and reboot then go install from play store. If you're wanting a black version, check out team blackouts app on the play store for blacked or cleared versions of google apps and much more.

I think it's hit or miss. I'm running SlimRom 4.3, and my Hangouts updated to 2.0. My girlfriend is running the exact same rom on the exact same phone with the exact same Gapps, and hers shows the update but when downloaded, it's still the old version. Who knows.

That's only because your internal storage is running out of its capacity. Try to remove unwanted apps.
