What determines if this feature is available?
I am using an AT&T SIM from a MiFi. I don't know if the carrier counts that as "tethering". Everything on that SIM would be tethering through the MiFi.
I normally use Elixir 2 on my phone to enable hotspot and that seems to be able to turn on the hotspot, but nothing shows in the status bar.
Obviously I haven't been able to set the hotspot name or password, so I can't really be sure if it's on and working or what.

I just received my US version of the Nexus 7. It is not activated on any cellular network. The option for hotspot tether is there both before and after the system update.

Do you have a SIM in it? I just put the SIM in it and started using it on LTE without any problems.
Nexus 7 FHD LTE (2013) Hotspot
Nexus 7 FHD LTE with T-Mobile sim has Tethering & Hotspot available but not with newly activated AT&T data plan sim. The Tethering feature disappeared in setting. When I re-insert T-Mobile sim that comes with the tablet, the mobile hotspot is available again in the settings.

I tried a Verizon sim but that can't be activated (hopefully just not yet). I have the T-mobile sim in it now but I haven't activated it or tried to use it on cellular yet. I still see the hotspot option. I have not tried at&t.

I put my AT&T Micro SIM from my 2012 N7 and the tethering option is NOT there. Does anyone know if the SIM from the 2012 version is capable of LTE or just HSPA+? I may need to order a new SIM if that's the case...

I have been reading that all AT&T SIMs, even inactive ones, cause the tethering option to vanish. I wonder if AT&T threatened to block the device unless Google would suppress tethering for their customers.

I started a new thread Nexus 7 (2013) 4G/LTE stock image JSS15J.
Because I believe tethering option was still active using AT&T LTE SIM from Galaxy Note 8 on JSS15J version. Unfortunately, after update to latest JLS36C the tethering option vanishes with any AT&T SIM inserted. I want to flash back to JSS15J and re-test tethering.
I am not 100% certain of the JSS15J behavior so if anyone is testing AT&T SIM on JSS15J we could use confirmation of tethering support.
Also, upgrading to JLS36C and flashing back to JSS15J needs to be tested for tethering support. Hopefully, there will be no difference between stock JSS15J before update and after flash back to JSS15J after update.
Comments and suggestions are welcome, because I am not highly experienced in flashing various image versions.

On AT&T's website, it says for table plans, only the 5GB per month POST paid plan includes the ability to use Mobile Hotspot. Prepaid Tablet plan is not allowed to tether. I think Google just made the update to reflect that.
If you are on that plan or another plan that allows tethering, then it is a problem if there is no tether option.

I'm on that plan and there is no tethering option only when I put a T-Mobile sim the option appears.

The included T-Mobile SIM allows the hotspot configuration, and putting the AT&T SIM back in, I am able to turn the hotspot on from Elixir 2, but devices don't seem to pick up an IP address, although they do authenticate.

This prepaid plan is the one I use for my Nexus 7 2012 3g model. It works great.
I did not try it on the Nexus 7 2013 4g model because it requires a different (new) SIM. The prepaid plan is *locked* to one IMEI and one SIM number so you can *not* change either value on the website. I tried. But, I did not call to try because it would be too difficult to switch back and forth.
Since Google is blocking AT&T tethering, it was not worth me buying a month of prepaid and using up a SIM just to test if LTE works or not. I considered going to the AT&T store instead, and asking if my Nexus 7 4g/LTE (IMEI) was supported on LTE.
I'm going to test tethering on AT&T on inactive SIM with the old Android version JSS15J first.
Update:
So I just yanked my AT&T prepaid SIM from my Nexus 7 3G and inserted in already running Nexus 7 4G with Airplane Mode On. I turned off Airplane Mode. In Settings More I tried "Manage mobile plan" but it sent me to link for DataConnect and after login stated "The device you are trying to update on your account cannot be performed as an update. You may add this device as a new device." I closed Chrome.
But, at this point the AT&T prepaid SIM was working. I already had a Setting Shortcut for Tethering & portable hotspot but it was empty and tethering gone in settings. So I ran FoxFi and Wi-Fi tethering failed. USB tethering on Windows 7 x64 worked with downloaded app from FoxFi website. In speedtest on PC with USB tethering I got 7.4Mbps down, 1.1 Mbps up.
The Nexus 7 4G/LTE device showed H service and not LTE, probably because LTE does not work on this DataConnect device in my account being locked to my Nexus 7 2012.
Interesting results.
I installed CM10.2 port from the LTE Development forum and find that I can now use the native wifi tether with my AT&T tablet plan & SIM where it was not available before.

There you go. Simple software-level lockout.
I'm sure some smart dev can figure out how to disable the AT&T tether kill switch in the stock ROM.

On a unroofed phone?I'm on Verizon I have unlimited data and tether my s3 all the time. My fear is with this phone with a locked boot. And no root. Will apps like foxfi work? I have a couple of USB versions of tethering apps (ClockworkMod Tether and PdaNet) that I tested out on this device with 100% success. And I am not on the hot spot data plan. I personally only use it for times that I really need it (rarely). But I wanted to find out if it can be done through my current plan.
But SGH-T889, T-Mobile version of Samsung Galaxy Note 2, doesn't have its bootloader locked. Only the SIM usage on the device to be used other carriers is locked. But once we paid for the device outright, completing the contract, or cancel service & pay for the cancellation fee, T-Mobile will unlock the SIM usage on your device to use with other carriers. So yes, you can root SGH-T889, T-Mobile version of Samsung Galaxy Note 2, at anytime with no problem (as long as you follow instructions). Just that when there is an OTA update or Samsung Kies flash update we need to unroot it, stock ROM it, then take the OTA update or flash with Samsung Kies. Also if we need to get it repaired we need to reset the flash numbering too.
Bootloader locked is a different thing altogether. Despite that the bootloader is/will be locked in Verizion version of Note 2 I still believe that you can at least use the USB for tethering with ClockworkMod Tether that doesn't need a rooted device.

The WiFi tethering part I can't do that with this plan I have. Only through USB. If I went to their Hot Spot plan ($5 more) then yes I can. This is due to an app that they have running "Mobile HotSpot" (T-Mobile's own app). I believe if you freeze that app then, yes you can. I would also check with other ROMs for SGH-T889 (T-Mobile) Note 2 to see if the developer taken out or freeze that app. But this is due to that app and not because it is locked or unlocked. I really can't blame T-Mobile on this one. Unlimited data and WiFi tethering would easily get out of hand and cause the network to not function. Completely different from Verizon's tier system, where you paid for certain amount of data and you should, but don't, have whatever access to that data that you pay for.
Verizon has this fail safe with tethering usage on their end of LTE network. This is why people get warnings and kicked off from Verizon Wireless. Now Verizon has the tier system and charge per device on their network that both help in curving this issue. Again this due to the fail safe that Verizon put into their LTE network.
FoxFi doesn't support Jelly Bean.

On T-Mobile, if you freeze/uninstall the app Tethering Provision, you can use the wifi-hotspot with some caveats. 1, You can't start the app directly(It will crash). You can download a wifi widget from the market that will start the app no problems. 2, T-mobile current scans Http traffic for user agents. So if you use a desktop browser you'll get your traffic blocked. There are a couple of ways around this. Https works fine because it's encrypted. You can change your User agent to any non destop browser and it works fine. I found that xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx or similar garbage works best because it doesn't cause sites to show up as mobile and T-Mobile wont block it. Or you can use Tor or anything else that will encrypt your traffic.
But seeing as you want to tether to your Ipad, It should work perfectly with no issues as of **NOW**
My foxfi works. I cant explain why. I am stock with root, and unlocked. My hotspot app comes up asking me to configure it, I simply ignore it and continue using foxfi.

I have the tmobile note 2, unlocked, Android 4.1.1, it can hotspot using foxfi if I am using a Straight Talk at&t sim, but not with my tmobile sim.

That make me wonder: does anyone know of a carrier that sells "prepaid" or "metered" SIM with data plan? I will remove Verizon's SIM and stick it in instead only when I need wifi hospot. It should be cheaper than paying $30/month for the service or switching to Verizon's "Share Everything" from my current unlimited.

I treid foxfi on my rooted sgh-t889 with stock OS. It appears to work (tried using other tether apps like wifi tether, turns on but didn't broadcast SSID) but to be quite honest i cant verify because i haven't enabled data on my plan yet!
Im prepaid so I'm waiting for then ext cycle before i can really be sure, but like i said and others apparently too, foxfi seems to be functional for what its worth on sgh-t889
I tried Foxfi today on my tzones plan using a AT&T Note 2 with T-mobile Service (unlocked the aws band), it seems to work fine.

Hi,
I bought a Samsung Note 2 from T-mobile last year with the tethering service (paid). The tethering and mobile hotspot worked fine.
Now, I am in Asia, and so I requested for a SIM unlock code from T-mobile, and it doesn't work; even T-mobile gave up and asked me to pay one of those unlock companies to unlock, and then T-mobile will reimburse.
After researching online, most unlock companies require to revert back to T-mobile factory Android 4.1.1 ROM.
Then, I did so. But rather than paying for someone to unlock for me, I followed the instruction of some online post to bring up the debug screen to run "network initialliz" (right, weird spelling).
I successfully unlocked my phone to use a local SIM card; then, I did the software upgrade through the "about device" screen to Android 4.1.2; but then I am not able to use tethering and mobile hotspot.
When I check tethering, it just unchecks itself without any error message on the screen.
When I slide to turn on mobile hotspot, it just slides back to "off".
I have done factory reset, and wiping cache from the recovery screen. Nothing works.
Then, I brought my phone to the carrier shop to check the APN settings, and it is correct because the sale guy had a Note 2 with the same setting and it worked for him.
Then, I took my SIM card to try on my sister's S3, and both tethering and mobile hotspot work.
Any idea how I can fix it without rooting?
I don't mind doing something more technical (as I worked as a software engineer for a phone manufacturer before...flashing hundreds of phones there).
If I post at the wrong place, I apologize; and please let me know where to post.

I have similar experiences. I use an app like Hotspot Control or Portable Wi-Fi Hotspot to enable it while I am traveling.

It is on 4.2.2 baseband is m9615a-cefwtazm
I tried adding some ATT APN settings I found, but that did not help me. I think I need to Change it to GSM From CDMA somehow? I am not really sure. I can update and root if needed or whatever I need to do. I also have a samsung z3x box, but dont think it will work on the LG.
Any help would really help me out! Thank you in advance.

As it seems you are comfortable messing with your APN settings that should be all you will need to do. The device is locked to specific wireless frequencies but luckily for you at &t uses the same LTE frequencies. You will need to have root access in order to write your APN settings though, check the forums for information on that. Finally make sure that the sim you have is compatible with your tablet data plan, and your APN settings should be as follows for mobile data only.
APN: BROADBAND
MCC: 310
MNC: 410

I do not, I am sure you will find something if you look around. The V500 and V510 methods are not compatible. There is a method for yours though along with a custom recovery in the works. You may even have a custom rom in the near future.
P.S. this topic belongs in Q/A and not development.

Why would it belong in Q/A? If I am having to root and unlock it or do custom recovery? Isn't that with development?

I haven't read much about i0root but it looks like it will work. Now the next part is not certain weather or not it will work, but I have seen tablets able to run on other networks that are unlocked. As long as Verizon did not implement any extra protection you should be able to use an at&t sim that is enabled for tablet data.
Once you are rooted go pick up es file explorer and navigate to /system/etc/apns-conf.xml . Make sure that before you change anything that you make a copy and name it something else so you can find it again if you have to go back. Open the file using the text editor. You can get rid of the other apns and just put your new one in there and give it a reboot. It should kick right on after you reboot. Good luck!

I have an LG G PAD 8.3 VK810 Verizon that I am trying to root in order to SIM unlock from Verizon to ATT.
I have installed the Drivers packages here and it finds the drivers in USB Modes: Charge tablet and media sync fine, but when I go to Internet Connection mode and choose ethernet it can not find the following drivers: CDC ECM, CDC SERIAL, AND 3 THAT SAY LGE ANDROID PHONE.
Any ideas on how to get these drivers installed to try the next step? I tried to go ahead and run the iroot program but it can not find the device.

All I did was add a new APN with the proper T-Mobile settings and I was able to surf. Did it right there at the T-Mobile store with the rep to verify it would work before I added the data line to my account.

Thx for the tip. The tablet is set to LTE mode and since T-Mobile LTE has the same band with Verizon LTE. It definitely works on T-Mobile.
For AT&T, no luck even if rooted. I used Radio Switcher app to go to the Tablet Info in Testing Mode. But it displays error message "This application does not work on this device".

Vk810 supports lte bands 4(aws) and 13 (700mhz block c), bands that Verizon uses
T-Mobile uses band 4 for lte mainly, will use band 2 (1900) and 12 (700 MHz block a) in the future as well. Vk810 will work on T-Mobile wherever tmobile has LTE right now (with band 4)
Att uses band 4, 2 (1900), 17(700mhz block b) and 30(2300mhz). Vk810 will only work on att if at uses band 4. If att only used band 2 in your area, your att phone (which supports band 2) will show LTE, but vk810 won't work
I don't know if there is a map showing which bands att uses in your area. There is a spectrum map showing who owns which band in which region, but no guarantee that att has active cell sites

How were you able to set up up the G Pad with the tmobile sim ? I went to the tmobile store and they were not able to get service running. What settings did you use ? Any help would be appreciated.

you need to insert sim, reboot device (it'll prompt you to)
then you need to add the t-mobile APNs to the device
the settings below should work

I see people here say this tablet is unlocked. I rooted & inserted an at&t sim, but not working. It shows a greyed out singnal bar and a circle next to it. Then I edited build.prop ro.build.target_operator=VZN to OPEN. Now the circle is gone leaving a greyed out signal bar with small red x above it. I'm on 4.2.2. Can someone elaborate?

what region/location are you in?
believe that circle = battery indicator, not network indicator.... full circle = 100% battery, otherwise not 100% battery

I'm not sure if this works on at&t. Mine is working on T-Mobile. All I did was insert the T-Mobile SIM and APN settings for it to work.

as I said before...
this device is unlocked... it accepts any SIMs, and works w/ any band 4/13 network
AT&T's network accept any device that's approved for GSM/LTE spec, and compatible with their band 2/4/17/30 network.
AT&T doesn't have band 4 everywhere.. for example, no band 4 in nyc region.... this device won't work on at&t in nyc

LOL, I know it's unlocked. I'm using it on T-Mobile without a problem. And yes, I read your previous post. I was just answering what I personally know firsthand.

I would like to tether my Pixel XL and am on Cricket wireless. I am not looking to hack or bypass the provisioning check. The pixel 2 xl is not listed as one of the compatible phones to hotspot with so I can not add tethering to my line, I have tried via the support app, the website and spending an hour on the phone with customer support. I was wondering if I stuck my sim in an iPhone that is on the list of supported phones and added tethering while the sim was in that phone if it would stick when I switched the sim back to my Pixel, if so would it stay through a billing cycle? Anyone have experience with trying this out or know of other non-root workarounds.

That will depend on your carrier. Have you tried the USB route?
Carrier is Verizon. Was hoping not to use USB. Any idea if root / unlocked android will fix the issue?
Try pda net. Some carriers in their infinite power to be an ass block it on the play store. But pda net devs don't give a **** and put it on their website.

do you have the play more/do more plan? The basic plan does not include hotspot. I am also on verizon and my hotspot works fine.

What about with T-Mobile? Ever since switching from Sprint SIM to T-Mobile SIM, adding ",dun" to APN doesn't work anymore. Currently using S8+ on Android 9, if that matters

I don't know about T-mobile. I'm on Verizon. I get 25GB of hotspot data with my plan.

The basic unlimited plan now has 5GB of hotspot data.

Rooting won't help and it's probably not worth the effort. I've used PDANet back when I had my original Verizon unlimited plan. I could connect via USB.
I used to flash the U1 firmware to bypass this when I had a plan that didn't support mobile Hotspot. Before that I used PDAnet for usb tethering or even a different APN setting to prevent blocking.
