How to edit background color of notificaiton toggle buttons and how to add names of buttons under the button icon

So I decided to pimp the ui of my g3.
I am not using any launchers but just changing icons that I want from an icon pack using the awesome icons apk.
Is it possible to change the icon on the screenshot and if so how?
