You need to push it to /system/app and set the permissions to rw-r-r

Np..Post for result so others will know if it works for Note ll att version. It works on my Rogers Note ll and i tried Telus simcard works no problem.

Make sure you have S Voice (whether the S4 one or the stock one) completely uninstalled before flashing the zip.
