First sorry for my bad english.
I dont know much about ubuntu and its features, I just wondered how can we develope an app supported in ubuntu? What programming languages can we use to do so? And what IDE and tools we need to develope by?

Both apk's and ipa's are compressed files,
if you have skill to debug and convert strings and data content
and if you are a master in java programming then yes

This is not possible. We need very high skills. If this was possible then devs should have made these files for both phones. Why the apps for iOS are more while wwe need approval to get apps in iOS and it is an instant work for Android
This is surely not possible

maybe he meant 'clue'
btw i used to do symbian cooking before and there we have kitchen and have to throw in mods in 'core' and some sis extractors to integrate software directly in the cfw and removers to delete bloatware.
besides adding tweaks and stuff in hex what else do need to learn to make complex changes in firmwares?
is c and java required or its just copy, paste edit?

I would suggest YouTube, it's the best easy to learn the android structure.

The best way for learning is reverse engineering ...
Download few themes, decompile them using APKtool and learn on them...
It's easiest to understand structure and code when you see them.
So, open all xml files with Notepad++ and , if you have all that knowledge, you'll see it's quite easy.
HTML is closest to xml code so you'll not have any problems

I read in the Desktop Apps Ported to RT thread that "pure .NET applications work so don't ask". I've been trying to figure out what that is? Do you have to compile those yourself? Does anyone have any examples? Sorry if this is stupid but I really don't get what that is....

They are applications (usually made in vb or c#) that use only the libraries available through .NET
