Is there any separate camera that I can flash into any ROM? I'm using PA, not really looking into moving into other ROM. I don't mind the old 4.1.2 camera.

Unfortunately, the camera doesn't fully work on Kitkat ports.
See if this port works for You.

I guess the best roms never exists. I have been using OpenSemc for a while (http://forum.xda-developers.com/showthread.php?t=2555243) but now I'm using Paranoid because it's still under active development (http://forum.xda-developers.com/showthread.php?t=2573345).

Try Mokee Open Source. Search in google. For me, battery life is far better than in my previous ROM.

Stock Camera app will not work on any Custom ROMs. It will only work on Samsung Firmwares. Because Samsung Uses extremely modified and customized Framework. Which is different than CyanogenMod. So it is not possible to get Samsung Stock Camera On CyanogenMod or other ROMs.

Question I can't take photo when the phone is shaking.

For example in the car,the picture will not be taken until I hold my phone very stable,using custom ROM's camera app.What can I do to make the camera save the photo regardless of current moving state of the phone.
To simulate this ,just move your phone fast with your hand while taking photos.

What about Gcam? Also which Custom ROM are you using?

PE,crdroid,los,arrowos both have this problem,I haven't try gcam

sorry but I didn't flash Google as I am in China,I tried two versions of gcram both can't run.
PS:in miui camera work well,I think it's the problem (or feature) of camera app in aosp

not work，maybe because I didn't flash Google. current rom is los latest with a clean flash.

That might be the problem yes. I am currently on VoidUI and all works great
