What filter did you use for the first two pictures. Are they stock options or one of the add-on packs

the UI is known as Metro UI if you want to find a theme of the same nature

I used visualiser and uccw and nova launcher. it's just a wallpaper and comes with some settings for wheather widget.

I prefer the touchwiz multiwindow over halo but in short Halo just gives you the ability to open up apps or preassigned apps on top of other running tasks in a small Window and also give you app notifications. It's not an installable app and is built into the rom.
