I'm usually quite savvy at these things, but I've seem to run into a snag and need some help. I've searched everywhere and can't find a solution
I am unable to purchase anything on Google Play via carrier billing. Credit cards seem to work just fine. I get this message: "Your purchase on your T-Mobile USA billing account was declined. Please select a different payment method [BM-CPE-16]. I called T-Mobile to make sure I didn't go over any limits and they did some troubleshooting with me to no avail. They connected me to Google Play and they couldn't help me either (They seem to blame each other for the problem) I did root my S4 a few days after I got it (around May 14th) I'm not sure if I screwed something up with the Play Store in the process. Any help would be greatly appericated!

Are you making the purchase while on TMob's network (ie not on WiFi)? At least on Sprint I'd always get that error if I was using WiFi.

Oh yea, for sure. That was the first thing I did. Turn off my WiFi... I cleared Google Play, Google Play Services and Framework. Even tried removing and adding back my whole Google Account. I also removed billing from Wallet online. I may factory restore in the morning to see if that helps.

Okay, I'm glad I'm not the ONLY one! I had an S III before this and I didn't have this problem. Are you getting the same error message I am?

I had the same issue and noticed that google billing service error occure in only one case - when I restored my apps from backup (like titanum backup). When I resotre all my apps, after fresh rom flashing, from google play store everything is fine. So I think that's the case.

I have my GNEX on Verizon. I have been trying to get the AT&T Uverse App to work since I downloaded it. Regardless of whether I am connecting via wi-fi, 4G or 3G, I cannot get it to work. I have uninstalled and reinstalled to see if it was corrupted, but that failed as well.
Attached is a screenshot of the error (Unable to connect to Server). Is anyone else having issues with the Uverse App? Is this being blocked by Verizon?
The app worked on my Blackberry (course the BB was on AT&T).
Any assistance would be greatly appreciated.

Here is another screen shot with full wi-fi.....
....when I have 4G or 3G bars showing, I get the same message as my original post. I am able to do every other task imaginable on either of the three data connections except for the Uverse app.
Well apparently there is a compatibility issue with ICS which is causing the connection error. I am sure AT&T will not be to hard-pressed to update their app until they are ready to offer an ICS device.....oh well....
any workarounds yet for this perhaps?

It's AT&T. Their corporate physiology is just do the bare minimum. They built an app, some people can use it, that's good enough for them. Same goes for their network.
BTW: I am able to get to my DVR via the web browser:

I called att today about this. They put me through to the app maker who in turn blamed att. First they hung up on me after they told me it won't work on every phone and I called them lazy for not wanting to update it for new phones. The second time they blamed att. Idk...

I think it's an ICS issue. It worked fine on my non-at&t Nexus One on 2.3. I think there's a thread on the official u-verse forum about it.
Im having an issue logging in to the amazon app store on cm9 alpha2, ive checked and rechecked my password (im definitely entering it correctly) but still no luck. tried reflashing, clearing cache, reinstalling the app with the same results. It says "please enter a valid email and password" any ideas?

I told u I logged in first time better check your password and such .....I did it on wifi also but have had a couple data drops on 3g but it still says 3g just no data have to toggle airplane mode....

It's not broken, this is a common problem for flashaholics.
You must go to your apps and devices section on a computer browser and delete some of your registered devices. Amazon only allows a certain number to be activated and every time you flash a new rom you activate a "new" device.
Don't know why they can't just make it tell you that you have too many devices registered. It would help avoid this whole situation.

Thanks Man, read a few thread and no one could answer this.
But all my services are working, gmail, play, gtalk, plus and everything is syncing.
What could be causing it? Getting the triangle notification drop down saying sign in error and my pw is incorrect (but it is correct) and I don't know what app because it is not saying what app.
Just started happening after the numerous app updates from yesterday/today.
I'm getting the same thing, I think they had a bug in their release.
I'm seeing the same thing after taking updates this afternoon.
Stock HTC EVO 3D on Sprint.
It went away when I restarted my phone yesterday but came back today I wonder what app is causing it

My father in law had the same issue on his droid this morning. I had him clear data and launch app again but it disnt work, thanks for posting this.
I think it is Google+, I un installed it and never got the notice. Just installed it again from play and got the notice again.

Great I am not alone. For example see one there I was wondering if I had my Gmail account hacked and password changed. But like you all, all of my accounts synced. Still don't know what it is but it started today after I opened the play store.

Same issue here. I had it one other time, yesterday I think, rebooted my phone and thought it was taken care of. Today it's suddenly back again.
Somewhat a relief to realize I'm not the only one.

Well its not Google+, I have it uninstalled and got the error today, but I don't get the error as often with it installed.
sometimes when i turn phone off for hours and then i turn on phone i get a google sign in error . when i hit sign in again it signs in and theres no problem is this possibly a google bug or is there a solution anybody can offer?

I think Google's servers are just having hiccups. I've had this a few times yesterday and today. The same thing happened for several hours a month or so ago, and it's pretty much everybody, not confined to one phone.
Basically, there's nothing you can do about it, it's Google's problem.

I've been getting this too. If you go into Settings -> Accounts -> Google, you'll most likely see that that there's an error with the Contacts sync.
Applications -> All -> Contacts Storage -> Delete
Then resync, fixes it. At least for me.
No error for me I reset all acounts see what happens

I got the same issue. Just hoping it's a temporary Google hiccup.
I've seen this several times yesterday as well. Good to know I'm not the only one, which seems to suggest that it's a problem with google servers.

Summarized? It's a wonderful app that allows you to change your carrier region to Verizon/TMobile and allows you to download apps from other regions, not just US. All it does is change your regional code via root and ofcourse it's reversible.
As of lately it doesn't work, can anyone report the same, happened to all of my Nexus devices. GNexus, 4, 7

I'm on same Google Play Store version and it works fine. Try clearing the Google account and re-login.
Hm, today I'm suddenly seeing local apps and prices in € too. I saw one user on reddit stating that he could see US apps as he had a US issued credit card, but he was in another EU country. So it may be that Google changed the policy of how the Store apps are shown regionally.
The upside is that the reviews aren't only local like they were before, but are the same, in English.

True but I had issued a US card and it only shows in $ when I'm at checkout.

Ive found one, using Tunnelbear VPN all you need to do is clear market data + cache and enable TunnelBear VPN, Connect, then open Play Store, agree to the terms, then disconnect, next time you look you'll find it in $
TunnelBear + ME/U = no worky on GS3 in Canadia.
Even tried with a USA Sim
