Not sure what you mean by safe mode. ???
Check this out: http://forum.xda-developers.com/showthread.php?t=1390234
There's a safe mode, much like in Windows. Push and hold both volume buttons while booting, I think.

Appareantly there is a safe mode, you are right. But it is everywhere described differently.(for the same device)
I tried your key combination: Volume Buttons while booting up -> normal boot up
I have read it works on some with the menu-button. You have to press it as soon as it starts to light up.

safe mode, just like in Gio, when I press vol up + power, it will get into safe mode
vol down + menu + power : download mode
menu + power : recovery
after reading that link, I think there's no safe mode for this SGW..

Works for me in CM9. Turn on the phone, and when Samsung logo appears press and hold both volume buttons until it's fully booted.

I confirm. On cm9 after the boot animation a watermark on the left bottom corner saying "Safe mode"
I'm in it now and there isn't such a great change between this and normal mode
Sent from my GT-I8150 using XDA on CyanogenMod 9
Actually, seems like holding just the volume down button is enough.

Safe mode happenes when it has a unexpected shutdown. But it only happens if something in the system failed as well. The only thing safe mode does (on all devices) is show the words safe mode in the bottem of the screen. Nothing very much

But nothing much. Unlike windows you cant just go into the cmd promt and find the problem so you can fix it. If windows fails and asks for safe mode it can be fixed unless a major failer happened. Our phone pretty much fixes itself. (unless you brick it)

Just restart your phone. You mistakenly enter the Safe Mode. You could Google what does it mean and how you can invoke it.

Sorry for that but looks power supply to motherboard is not there, may water gone inside or something else,If it's SDS then you will be able to go in Download mode.
I had the same problem, I also wasn't able to go to download mode it that's the same for you, you should sent it back to Samsung directly. If you don't have warranty left the will probably chage you something but still better than throwing it away

Hahaha you did it in the wrong way...
first... you need to hold down power + volume up button..
release power button after your phone vibrates two times (but still hold volume up button)
once you see "ASUS" boot up, realese the volume up button...
after that you will see fastboot gui where you can see "NORMAL BOOT" click volume down until you see "REVOVERY MODE" then click power button..
after that your phone will reboot and you'll see sleeping robot and ERROR message, if you see that just click volume up button then power button (you need to do it fast) then release power button, keep trying until you enter the recovery mode (volume up, power button, realese power button)
hope this will help you

I think after unlocking bootloader and flashing custom recovery and kernel would make life so much simpler.
You'd think that, yes but as the expression goes, "you make plans and life happens"...
Besides, if everything went right Murphy would be out of a job... (if that is a bit cryptic it refers to Murphy's Law - "What can go wrong will go wrong", I like to add the amendment, "at the worst possible time"...)
It's a bit poetic I think...

no it doesn't have a home button , and nothing will stop it , what i noticed tho that if i hold vol down and the power button the next time the logo will disappear way faster but only once each hold and ill get a delay of 2 seconds before that logo appearing again and the phone rebooting , its been literally 62 hours since it started doing this , it started with a battery fully charged meaning a 5000ma , about that delay i tried using it but nothing worked , i tried clicking vol up and power button which is supposed to put the phone in recovery mode but nothing happens , i went as far as spamming random buttons to holding them for more than a minute , nothing stops it

If you are stuck on Samsung Logo, connect to PC and press Vol Down + Power for 7 seconds. It will go to charge mode. Disconnect from PC and it will power off automatically. After that press Volume Up + Down and connect to PC while holding and you will enter download mode. It will ask for confirmation.
Useful. Works

After booting to TWRP, I did an advanced wipe (I left System unchecked). After the wipe, the phone booted normally.
