I found the answer to my problems...I had to get REALLY creative with my search terms and do a lot of poking through old threads.
So I figured I would change this to a [HOW TO] and maybe be of assistance to future generations.
What is PRL, you say?

The PRL is a list of information that resides in the memory of some kinds of digital phones. It lists the radio frequencies the phone can use in various geographic areas.
The part of the list for each area is ordered by the bands the phone should try to use first. Therefore it's a kind of priority list for which towers the phone should use.
The PRL helps determine which home-network towers to use, and also which towers belonging to other networks to use in roaming situations (areas where the home network has no coverage.) When roaming, the PRL may instruct the phone to use the network with the best roaming rate for the carrier, rather than the one with the strongest signal at the moment.
Since a PRL tells the phone "where" to search for a signal, as carrier networks change over time, an updated PRL may be required for a phone to "see" all of the coverage that it should, both with the home network and for roaming.

Note for CM users: CM users will have to update their PRL through a Sense ROM. At this time CM does not support EPST codes.
-Do a full Nandroid Backup,
-after you do your Nandroid Backup wipe the Cache, Dalvik Cache, and Data,
-then flash a stock-based ROM (i.e., Fresh, Myn's, etc.),
-update your PRL,
-and then do a Nand Restore back to CM.
Note: Most people should be able to update their PRL through Menu > Settings > Systems Updates. For some this may not work (like me!), the instructions below should allow you to update your PRL manually from a file on your SD Card.
Here's what you need to do to manually update your PRL:
1. Download your desired PRL (I have attached the 3 newest versions below), unzip it, and save it to your SD card. I found This List from another post, which also links to This Thread on PPC Geeks.
2. If you are on a 2.1 or lower ROM skip to Step 6.
3. If you are runing a 2.2 or higher ROM, download the old EPST.apk (attached below) and save it to your SD card.
4. Use a Root Explorer (I used ES File Explorer), mount the system as R/W, and rename the EPST.apk file found in /system/app to EPST.tmp.
5. Now copy the EPST.apk you just downloaded from your SD card to /system/app, then tap and install it. Once the installation is done unmount the system and close your explorer program.
6. Open your dialer and dial ##775#, a prompt will appear asking for a password, you must enter your MSL here (I got mine from Sprint when I was having a problem with my ported phone number showing up).
6. After a moment you will see a list of all the PRL files on your SD card, choose the PRL file you wish to use and tap "OK".
7. Press the Menu button and tap "Commit Changes".
8. The phone should reboot itself after 10 seconds (you can tap "OK" to reboot immediately).
To verify: Menu > Settings > About Phone > Software Information (default...in CM it's listed under Status).
Note: Once you have updated your PRL, you can do a Nand restore and the PRL you just updated will remain in place.
I cannot take credit for any of this, I am just putting it all in one place to make it easier on n00bs like me!

Hey guys, wondering if anyone can tell me wtf?
I was on CM-6.1.1 and had PRL 60668, I flashed Myn's to update PRL, and now my PRL is 40434.
Tried again, it acted like it was updating, but no change. Flashed to Fresh 3.4 and same story, acted like it was updating but no change afterwards.
Thanks in advance, I poked around this forum, and I also tried XDA and Google search...Just found a bunch of unrelated crap.
*Edit* I have the newest Radio, PRI, and NV.
I just tried using fresh 3.5.1, stil no change.
I've now also tried using a stock rooted 3.7 ROM, still no dice. Any insight would be welcome! Thanks!

Edit: Okay Im running sense 2.1 ROM, Synergy RC2, I didn't need to install the 2.1 Espt APK --- I just downloaded and unzipped the pro to the root of my SD card then went to the dialer and pressed ##775# press on the prl update choose the unzipped prl file then press menu choose committ then phone will reboot and you should have the updated prl in software setting!
i tried updating to verizon prl via this guide
everything worked and when the phone rebooted i'm still on the sprint 60683 prl.
any advice?

Is there any way to tell what is the best prl for my area. I'm about 25 mins southwest of Chicago, and get really good service everywhere around my house. Go figure huh?

yes, when i try to rename the EPST in the system app it saids fail it wont let me rename the file to EPST.tmp, and i dont want to just copy and paste because it saids to rename it.......am i doing it wrong?

You dont have to rename it to that, just rename it to something else, like EPST_old. Also, are you sure you mounted as r/w first?

Yea you need to be rooted. Root Explorer shouldn't have even opened if you are not rooted.
Just curius how hard is it to revert back to your old prl if this does not help

Hi Guys.
I'm trying to understand how to guarantee the same data plan after flashing a new rom. (Desire HD)
On Windows Mobile it meant having to write down and remember the Access Point and password and manually type that in the phone once you've flashed a new rom.
What should we do with Android or what are the only things to look out for?
Where is this info stored? Is it in the SIM Card? Is it to do with the Baseband version?
I'd really appreciate any info you know about this.

Most, if not all custom ROMs have a huge APN list that will default to your network.
You can find your details in Settings > Mobile Network > Access Point Settings, (Or something like that, I use MIUI so it may be a little different)
I wouldn't worry about having to backup yours as it will be in the APN list.

My APN isn't listed in CM7 which is the first rom I've tried.
It is also locked so I wasn't sure what it was.
With the app APN Backup & Restore we can save the APN details as an xml file to the SD card and then read that xml file or restore the APN from that file.
I'll pass that APN info to the CM team.

I found my problem. I use TW MMS but I am on Straight Talk and after using an old APN it never worked for MMS. I found a newer version and it works for MMS. Also SR3X 2.0 is my daily driver and it works great. I started using custom roms quite a while ago and my first was cognition. This rom works so well that I have quit searching and flashing.

I am planning to switch to ST and just bought a ATT microSIM from them. Can you please list APN settings for ST? How do you like S3 with ST?
Playlist issues

I am having an issue with my playlists not showing up entirely. My playlists are there but only a fraction of the songs in the playlist show up. Any suggestions to get my entire playlist to show up? For the time being I have to use playlist backup for my entire playlists to have the songs. I do have rescan media root installed and turned on.

I've been on straight talk for about a year also, no issues, and I have saved quite a bit of money over my previous plans! This is the setup that I use, and have never had any issues.
APN: wap.tracfone

Everything else the same as yours...
Move apps to extsdcard
First of all, thank you very much for this invaluable ROM. The time and effort you have put into it really shows.
I have a question which I have not been able to find an answer for, which I hope can be answered here. Although I have not completely used my internal memory (3.5GB free), I am reportedly out of space to load any new apps or even update existing ones ("Insufficient storage available"). Also, the option to move apps to my extsdcard is missing. And apps such as app2sd and App manager are unable to move apps to the extsdcard as well ("The device does not have a real primary external storage, or the primary external storage is emulated. Moving app to SD function cannot be supported by this device").
I loaded S3Rx 2.2 after a full wipe.
Any assistance would be greatly appreciated.
After GB, Google removed that feature.
Some manufacturers under extreme pressure from consumers (Samsung Galaxy S4, for example) reinstated it, and others like Toshiba on the Thrive tablet added a feature to 'move data to SD' with their ICS update.
Neither are officially supported by Google.
A Google search will turn up a lot of opinions as to why.....

As Danvee stated, there isn't a need to move apps to sd as the sd & data partitions are one giant block. So all of the apps that you donwnload which go into /data/app would take up the same space being moved to the sdcard.
As for your insuffiecient storage issue, does it only happen on certain apps? Check for any *.odex files in your /data/app directory.

The insufficient space issue turned out to be quite bizarre. Uninstalling apps didn't fix it either. I was still unable to install after removing several apps. I also wasn't able to install straight from an apk. Out of curiosity, I cleared the data on "Downloads", "Google Services Framework", and "Package installer", but no luck. So, I assume something in the system became corrupted. I decided to go ahead and reflash - which, of course, fixed my issue.

I am currently on ATT and trying to switch to T-Mobile to save about $30/month on my bill.
Will this phone with this ROM work on T-Mobile? When I say work, I mean the same way as it works on ATT. Will I need to flash something else for data to work?

Additional, I went to T-Mobile and asked to test their SIM card, it turns out that this ROM is not unlocked. Any chance of unlocking this ROM in the next version?

You need to unlock it yourself, it's not part of the rom. See here for unlocking: http://forum.xda-developers.com/showthread.php?t=2176719
Also, there's a T Mobile version of this same rom in the T Mobile section that will probably work better. Yes, you can flash a T mobile based rom on an AT&T device, my wife is actually using it as we speak.

Like I said, unlocking has nothing to do with the rom. You can try calling AT&T for an unlock code.
I'm having trouble restoring some backed-up SMS and MMS on my new LG G3. I have tried several methods with varying results and I'm starting to think it's an issue with the G3 because I have not had these problems with the myriad of other devices I have been doing this on.
Titanium backup pro: restore messages from snapshot causes messaging to force close (not surprising). restoring from XML works fine with SMS, but the MMS are all timestamped with the date/time they were restored (today).
Mybackup pro: restoring SMS causes them to have a timestamp of today but it fixes itself when you open the thread (not a big deal, have had this happen in the past). restoring MMS causes only the MMS that were sent by me to be timestamped with today.
now I've just started testing any app that let you restore MMS to see if there'll be any luck. just finished trying Easy Backup and it has the same results as Titanium.
any ideas?? anyone have any luck restoring MMS? what app did you use?
Sorry to resurrect a dead thread, but I'm running into this issue now and can't find another thread discussing a solution.
It seems to occur with two different G3 stock-based ROMs when I tried to restore MMS messages that were backed up on a CM-based ROM. Titanium Backup and SMS Backup & Restore both have the same issue: a bunch of MMS messages get the current timestamp (time of restore). Doesn't seem to be a problem restoring to AOSP ROMS, just LG-based ones.
Any ideas? Anyone else see this?
Same problem here on LG-based roms running on my G2. This seems to be the problem of some manufacturer-based ROMs, not just LG but at least also Motorola.
Preparing the mmssms.db file using https://github.com/t413/SMS-Tools on your Linux desktop rather than directly on the phone (using restore programs) seems to be the working workaround. But I do not envy those who still use Windows as their main system.
For anyone having the same problem, i finally found the solution...
the lg g3 has a custom com.android.provider.telephony service : when the restore app send the mms to restore, the "date" field is not read properly, and the current timestamp is store in the "date" field of the "pdu" table in the database "mmssms.db"
But... there is another field in that table, "insert_time" which contains the good timestamp... almost cause it's a microtimestamp.
So, for the solution :
1/ you need to download and open your "mmssms.db" file using you're favorite sqlite editor
2/ apply that sql query to set a good content for the "date" field based on the "insert_time" field :

3/ you send the mmssms.db back to your phone and reboot

Although your solution didn't work for me (no insert_time column on my new Axon 7) I ended up joining my old table with my new table and fixing the date, date_sent (and creator...) columns. That worked, and helped me not looking for another 20 apps on playstore that wouldn't work anyway.
Now one major hassle I didn't realized for long hours, google messenger had some sort of cache issues and was not showing me my new data.. so I kept trying stuff with no result... till I tried the stock messaging app and realized it worked.
Anyway, I've been looking at this for 2 days now, so thank you so much, I can finally move on

After all that, it was the default.xml too...
First off, BIG thanks to everyone in this thread!
I finally got this to work on the Tmo stock ROM by rooting, s-off, apply .zip as instructed in OP. I was then able to change the APN through the interface, but this does NOT change the APN and several other settings in "default.xml" under /system/customize/ACC, so still blocked. Use ES File Manager in root access mode to open and edit the "default.xml" file. If in doubt, make a copy of this file in case you muck it all up!
The strings I changed were as follows, from the top of the default.xml file to the bottom:
"isTetherBlockCheck">false (was set to true on my system)
"tethering_guard_support">false (was set to true on my system)
"fixed_apn_for_dun">fast.t-mobile.com (was set to pcweb.tmobile.com)
"TetheringGuard_Rule">0 (was set to 4 on my system)
Save the changes, reboot and good to go.
[Note: I just followed the previous thread, and wa redirected to this one...]
OK....I know this is a little late... But I wanted to check to see why there were minor inconsistencies.
First, I am running rooted stock, S-off.
I did this whole thing way out of order...so bear with me:
1. First I used the sqlite editor and changed every occurrence of "pcweb.t-mobile" to "fast.t-mobile" in /data/data/com.android.providers.telephony/databases/telephony.db
2. Next, I copied the settings.odex from /system/app/ folder and put it into my sdcard/Download folder (this was probably useless step). Also, just to be cautious, I copied my settings.apk to the same /system/app directory, renaming it system.apk.bak.
3. I downloaded the tethers.zip and the settings.apk onto my SD card.
I then flashed the tethers.zip in recovery... Stupidly, I forgot to mount the system partition (even after reading a reminder that this needed to be done by Fenny).
4. I rebooted my phone, went into the/system/app folder and moved the settings.odex to my /sdcard/Download folder (so now i had two in there!).
5. I then changed the APN settings from ipv6 to ipv4 and saved them.
6. Next, I moved the settings.odex file back to /system/app.
7. I then copied the default.xml from /system/customize/ACC to my sdcard/Download folder and opened it in a more robust text editor.
I changed one occurrence of "pcweb.t-mobile" to "fast.t-mobile". There was also a value for "tetheringuard_rule" set to "4", which I changed to "0". I saved that default.xml file and copied it back to /system/customize/ACC. Plus I made two additional changes per slayerBills comment above. (Thank you!!)
8. Lastly, I copied the downloaded settings.apk file and replaced the file in /system/app (Note: I still had my original one named settings.apk.bak)
9. I made sure ever file I copied over to the system had the correct octal permissions of chmod 644.
The thing I don't understand is how my settings.oak changed. One version I downloaded from the OP (in the other thread), but before I replaced that so-called pristine copy, I decided to keep it. What is strange is that the downloaded settings.apk is 19.75Mb, my original before I started any of this was 20.41Mb, and then if the tethers.zip contained another version, then that version was 20.08Mb.
It may all be negligible...But it Judy seemed odd to me.
Lastly... my question is this: provided i did everything correctly above, if i had already received the upsell notice from TMO, will the above effort benefit me at all?

5. I then changed the APN settings from ipv6 to ipv4 and saved them.
6. Next, I moved the settings.odex file back to /system/app.
7. I then copied the default.xml from /system/customize/ACC to my sdcard/Download folder and opened it in a more robust text editor.
I changed one occurrence of "pcweb.t-mobile" to "fast.t-mobile". There was also a value for "tetheringuard_rule" set to "4", which I changed to "0". I saved that default.xml file and copied it back to /system/customize/ACC. Plus I made two additional changes per slayerBills comment above. (Thank you!!)
8. Lastly, I copied the downloaded settings.apk file and replaced the file in /system/app (Note: I still had my original one named settings.apk.bak)
9. I made sure ever file I copied over to the system had the correct octal permissions of chmod 644.
The thing I don't understand is how my settings.apk changed. One version I downloaded from the OP (in the other thread), but before I replaced that so-called pristine copy, I decided to keep it. What is strange is that the downloaded settings.apk is 19.75Mb, my original before I started any of this was 20.41Mb, and then if the tethers.zip contained another version, then that version was 20.08Mb.
It may all be negligible...But it Judy seemed odd to me.
Lastly... my question is this: provided i did everything correctly above, if i had already received the upsell notice from TMO, will the above effort benefit me at all?

Edit: Despite my unorthodox sequence of steps, and the fact that I didn't need to download the separate settings.apk (in fact, I used my original settings.apk (I believe) and only made changes to the default.xml and the telephony.db (plus the ipv6 to ipv4 APN change).
[Even though I got the ominous 3GB warning message yesterday informing me I could no longer share my mobile data, I have since used another 3GB with it tethered to my laptop.]
I did forget to change my user-agent/string at first, but it didn't cause be any problems. Had anyone ever heard of T-Mobile surprising you with a supplemental bill for data? Just curious....

I know the steps I list above are a little hard to follow, but at the end of the day (after I copied back my original settings.apk which prevented settings from crashing), I have not had a single problem tethering whatsoever.
Before I came to this thread (or the original one in Development), I had received the 3GB shutoff warning with offer to buy more data. This particularly pissed me off because for budgetary reasons I don't have Wi-Fi in my home this month, but every month in the past 3 years I have used Wi-Fi...which meant TMOUS never had to provide me more than a few hundred MB data per month under my "unlimited data" plan.
So after several years of over-paying for "unlimited data" and using but a fraction of it, I was certainly not going to pay for more data this month just because I hit the 3GB mark.
That said, I am being quite voracious in my data consumption by tethering to my laptop. Even though I am using a hotspot from an Android phone using carrier data, I am consistently getting ~1.5MB/s download speeds! That's about 80% of my ISP speeds.
At this point I am about a week from the end of my billing cycle and I have used 16GB from tethering alone.
Is there any chance TMO will make noise about this in the future?

I tried this on my T-Mobile HTC ONE M8 4.4.4 and now can't access my settings/ Keeps saying settings have stopped. Can i roll this zip back or do I have flash my rom. Really don't want have to reinstall everything.

Ok... I posted above recently that everything was working fine. And as far as data being able to be downloaded, I imagine it still is.
However, in the last 2 days, when I turn on "mobile network sharing", I get a Sense toast notification that I have too many connections to my hotspot.
But I only ever have one...I have never tethered to multiple devices. In fact, when I check under the mobile hotspot menu choice, it says "one user connected"....even if I have disconnected from, say, the laptop I was using.
In other words, as soon as I turn the mobile hotspot on, and connect one device, it states there are too many devices. If I disconnect (and wait 4 or 5 minutes), it still shows one user connected. One user too many apparently.
This has got to be another method of preventing data use.
Anyone have any ideas?

Hello everyone,
I have the ViperoneM8 3.0.0 ROM installed on my phone, and I can't seem to edit my APN settings. The only thing I can edit is the fast.t-mobile.com name but nothing else. I installed APN Shortcut app, but when I clicked on it, it leads me back into stock settings again which is weird. Is there way to fix this?

i had the same issue after using tether.zip. deleted settings.odex from /system/app,and it is working for the last 2 months.
also, sunshine worked on my 4.4.4 tmo m8,and after altering apn under
'settings/mobile data/access point names/t-mobile data(fast.t-mobile.com)"
apn protocol and roaming protocol to ipv4, and saving(which s-off is needed for), i have used 27gb tethering in this cycle, and account shows zero tethering used!

Editing the files with SQLite editor as said earlier in this thread leaves me with 3G only capabilities on the newest stock lollipop.

modified secondary APN's to IPV4
edited default.xml
edited (net.tethering.noprovisioning=true) in build.prop
downloaded and installed Bypass Entitlement App
Used Wifi Tether router
Used FoxFi
NOTHING works for me. I continue to get the prompt that I should buy an additional plan from T-Mobile when connected to my network. Help Por favor
