Those are definitely 4G speeds. I think that option may be designated for another function inside the dialer, or the Samsung devs messed up on a line of code.
It doesn't appear to be limiting your connectivity though. Try enabling it and see if it doesn't anything.

You have to turn off the ripple effect on lockscreen options to be able to see the mod.

That is strange all I did is flash in recovery go to lockscreen, then turn off ripple effect and that was it. And I tried with both zips and that works.
