as title says can someone port MIUI using CM10.1 as its base? if not possible then why ?

If the essence of your question is why MIUI V5 by blacksmith yogi uses CM10 and not CM10.1, I think it's because CM10 is far more stable than CM10.1.
Surely, CM10.1 (JB 4.2.2) can be used as a base for MIUI V5 since I've seen other developers on other devices use them when porting or developing MIUI V5.

I noticed there is a Miui rom with the latest, latest Jellybean 4.1.1. How is that possible, when it seems like Jellytime is a work in progress? Is there a reason Miui roms are easier to create?

What's the difference between CM9 CM10 and 3.0.30 simonsimon?

I have the simon kernel and i was wondering what's the difference between these three kernels/roms.
And since i'm running the AOKP Kang jellybean rom will i be able to flash CM9 or cm10 onto it?
I'm new to this so please bare with my logic if things seem wrong.
CM9 and CM10 are ROMs, and AOKP is one too.
CM9 is ICS (Android 4.0) and CM10 is Jelly Bean (Android 4.1)

Are there kernels for the cm9 and 10? What are the pros and cons to them?

There are 2 custom kernels, Titanium and Titanium-KISS. You can find them in the dev section.
I don't know for sure what the pros and cons are.

My LT26 is actually on rom stock .211 (tried .96, better battery but trouble with camefa focus).
Was is a good rom for JB 4.2.2 (and what kernel with it) ?
It seems that 4.3 roms are still in testing sequence ?

in my opinion the 4.3 rom is more stable than the 4.2.2's I've been using it daily since it's release and never any issues

during the last few months, I tried several roms. If you rely on HDMI and want to have the best from your camera (but not the newest features), you should stick with modifications of the Xperia rom.
Most of the time I had SlimBean on my Xperia S, but they have for now finished the development, stopped with a (in my opinion very good) 4.2.2 stable version. For me it worked perfectly on a everyday basis, stable, fast, and with a very nice all-black interface (as most roms offer now). You can download it on their website. And here is the link to the according xda-thread. But many links on that forum thread are now dead, as the downloads have been moved to the "Old Releases" section on the website. If you want to use another kernel with it, I chose the OpenSEMC beta2 kernel, but I did not find any differences in comparison to the stock SlimBean kernel. Don't use 3.4 kernels with the 4.2.2 SlimBean Roms! SlimBean relies on 3.0 kernels, here is a discussion about this topic.
But now I wanted to have some android 4.3 running, and so far I see only two options for that:
The PAC beta1 which I have currently installed (still some issues there, but is OK for daily use and FAST), and the AOSP alpha1 which I have not tested so far.

RC2 kernel should be the same as slim bean hence not noticing any difference.
