Why can't new users on xda post in development forums? Yes I'm new but, doesn't mean I'm dumb and how am I suppose to report bugs of a ROM if I can't post in the development forum?

Actually all questions are to be posted on the Q&A, the Q stands for questions, the A stands for answers.
"Will someone please make me this?" That's a question.
Read XDA rule #15, it talks about posting in the proper section
