HBOOT-1.09.0099
MICROP-0451

You have a Wildfire S, not the original Wildfire. Go to the Wildfire S forums and they may be able to help you.

this is the bootloader, or hboot. nothing you need worry about unless you want to dive into the world of custom roms
You need to S-off in order to root phone & install custom Rom.

If your device is S-Off then it might be possible to change cid. There is a fastboot command for that. See below. Change "HTC__001" with the desired CID.
Code:
fastboot oem writecid HTC__001
I can not guarantee that it will work, but with the security off it could.

DAFAQ? S-OFF??? How did you managed that? Or is this a ninjatel V?
But for answering your question
fastboot oem writecid HTC__001 for example.
