Where have my lock screen options gone?

The option to change things on the lock screen have disappeared from my settings menu. I've no idea as to why.

Ink effect on lockscreen

Hi. Im not sure if this is just on my rom or its on all phones since update but is there a way you can get the ink effect on the main homescreen when you swipe?

With Simplistic Control I have the option to, plus I can choose any color, not just predefined. Love it.
