that would depend on which weather widget you are looking for. there are many but the most popular ones that are seen in most ROMs are either Fancy Widget or Beautiful Widgets, look them up in the market.
Which is the best weather widget that shows all animations like raining etc..and looks very beautiful on home screen

Use beautifull widgets its paid app but little bit of google can help u to get that it contains various weather theme htc theme is also there

You can use HD widget it's a paid app and it's one of the best apps for time and weather in my opinion
Google "Fancy Sense". It is a fancy widget mod by one of our devs.
Almost an exact replica (I say almost, because there is no flip animation).

I really like the Accuweather widget especially this one here:

It's semi transparent and looks really nice.
Problem is that it only works with touchwiz launcher. I'm currently on crdroid 13 and using nova launcher.
Is it possible to have this widget working with other launchers than the TWZ?

Actually all clone of samsung weather widget (skins for uccw and for beatiful widget) aren't perfect

Its only working on twlaucher.
I doubt it will work without just as sense clocks only work on sense home launcher. .
I would love it though on nova! And the s planner calendar too
