Anyone know what this setting in the Developer Options does? Mine is enabled by default.
It allows testing of apps that require location, ie a weather app, maps, voice search (for.places)

Any adverse effects from having it enabled?
Something to do with the rooting process I wouldn't worry bout it and leave it alone...

So you're saying leave it enabled? It's enabled as default on the ROM I'm using. Can't remember if it was enabled on stock.

Yes I believe it comes enabled by default on every rooted rom...

All I'm saying is when you root your phone it gets enabled by default.. "rooting process"

havent tried it, it seems to only happen when an initial connection is made.
my phone would do that every now and then even before the update. usually cycling the wifi off then on would take care of it, or i'd just leave it alone and it would take care of itself
Mine doesnt.
just did my phone and is fine not having that issue.
Just turn mobile data off

Some app require me to be on wifi but sometimes im not around wifi
When i had my iphone 4 ... Facetime was only over wifi but there was this app called 3grestricted or something n could trick the phone thinking i was on wifi and could use facetime.
Ive look every where but nothing...i dnt think android that not uave this

Some roms have it some dont. Some stock some not. Itll say in the op if it has it. Itll be much easier to just browse the dev forum, than for someone else to do it for you and then come back here to post the link. Not being rude, but im using my phone and dont want to go back and forth over and over to list roms and links.
FreeGS3 has what you want. So do some others.

I've used both of those and they both have it. Look for quickpanel settings in the app drawer.

Settings->More Settings->Mobile Networks->Connection Optimizer->Uncheck
My phone asks me for my wifi passwords when I go from one network to the next. If I'm on my home wireless then want to connect to my works hot spot it will want the password. Same for when I get home and want to connect to home wifi.

Sounds like a software issue with your specific device. Mine remembers and switches wifi networks without issues.
