The One V is based on ARM architecture processors, while XP is based on x86 architecture, so if you rewrite it from scratch, it may work, but that is huge work in unknown direction. I have seen win95 rewrites for ARM devices, but those were really annoyingly slow and unresponsive. Windows 8 RT is based on ARM architecture, but it is not compatible for standard win8 programs.
So basicly: No.

There is no such thing as a best rom.if u describe what type of ROM u need and what are your criteria for usage,we may be able to help you.eventually u will have to try out every ROM out there and pick the one that suits you the best.

you should buy an HTC HD2, you can run windows 98 and full ubuntu on that

As I know GTA VC is laggy on all ROMs for HOV
I was playing VC on CM10 and uninstall it after 30min of playing... it's a tragedy in compare to GTA III

Nice app
to get started with, i would suggest u install the suprimo (current version v30) ROM
it is updated frequently and has all the instructions on how to install it.
once you get familiar, you can go through other rom options

Just switched RC1 to the first release. Stable and fully functioning as far as I know. I'll swap to CM10 when it's out of beta.

Dude if you want a dev to do you a Rom ..... Give him some money and he'll do it for you ....... Theres nothing for free
Windows phone is a closed source and would he illegal. You can however do it yourself or pay someone I suppose and never share it. I wouldn't though and its impossible to port a Gs3 rom to am HTC device and fully work.

You could the launcher working at most but other then that its very unlikely to see another phone ui ported to another one's...

HTC Sense is the only thing I've seen ported to another device that's hard and kinda rare. And look at it to be Nothing is working.
Like the other comments said. Impossible, and you'll get sick of it in no time, trust me. I had an HD2 for a long time with rom after rom.
There are WP7 Launchers, fonts, status bar, phone, and messaging/Notifications for phones on the market as well. Maybe you can set those to your liking.
I just ask and the launchers , ive tried them its a bit laggy
I think i buy a nokia lumia 610 as my second phone and test it ,it cost only 139€

launcher 7 did seem lagy on Pac man Rom could be the Rom, or it could be the little ram. I ran it for a while with my old htc mytouch4g and it worked perfectly..the mytouch also has a bit more ram. Also have not ran it on stock

so i read that its an issue with the one v that a second touch could cancel the first touch in multi touch which is annoying since i use multitouch like its my job, so is there any rom or way to fix it? i play alot of games, mostly elgard and gba emu and psx emu and because of this issue i die alot or cant do certain things. im geting an lg marquee to game on in a few days but i still need multitouch on this phone. anyone have any ideas?
